PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS


The Campbell County Board of Commissioners met in regular session Tuesday, March 21, 1995. Chairman Shippy called the meeting to order and led the Pledge of Allegiance.


Present were David A. Shippy, Les Desavedo, Janet K. Evans, Commissioners; Susan F. Saunders, County Clerk; Michael A. Maycock, County Attorney; Carol Seeger, Deputy County Attorney; Robert P. Palmer, Director of Administrative Services.


The following consent agenda was presented:

Commissioner Desavedo motioned to approve the consent agenda as presented with the additions of:

            Line Item Transfers:

                        Assessor - Transfer $22 from 041.6092, Advertising, to 041.6234, Office             Equipment Maintenance Contracts.

                        Data - Transfer $5,500 from 860.7241 Capital Software, to 860.7211 Capital             Hardware.

Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve up to $2,518.72 from Commissioner's Capital Contingency for the purchase of an office equipment system at the Landfill Transfer Station of the Public Works Department. Commissioner Desavedo seconded the motion. After discussion, Commissioner Evans changed the motion to $2,520 and again was seconded by Commissioner Desavedo. The Board was polled:

Commissioner Desavedo motioned to approve the Management Agreement between Bell Nob Membership Association and Humphrey's, Inc providing it meets approval with the County Attorney. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the transfer of the County's interest in Butler Spathe Road from I-90 to Country Club Road and in Country Club Road from its East end to 238 Feet West of Butler Spathe Road to the City of Gillette through the annexation process. Chairman Shippy seconded the motion. The Board was polled:

At 9:35 AM Chairman Shippy called for an executive session to discuss pending litigation.

At 9:45 AM Chairman Shippy called the meeting back to order.

 

Chairman Shippy motioned not to extend more time for collection of taxes and interest owed by William L. Pease. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve a two step merit increase for an employee at the Campbell County Public Library effective the next pay period. Chairman Shippy seconded the motion. The Board was polled:

            Chairman Shippy - aye                                   Carried.

 

Commissioner Desavedo motioned to approve up to $19,000 from the County's share of the Rodeo Account funds to be loaned to the Pulling Leather Sculpture Committee. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve up to $4950 for office chairs and file cabinets in the

County Court Office. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the following amounts from the CSBG (Community Services Block Grant) FFY 94 Discretionary Funds:

            Campbell County Senior Citizens                   19,989.00

            Northeast Wyoming Respite Care, INC            3,740.00

            Northeast Wyoming Family Planning               1,500.00

            Campbell County Children's Center                  8,836.00

            The People Project                                            4,832.70

            Council of Community Services                     45,150.00

Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned for an executive session to discuss pending litigation. Chairman Shippy seconded the motion. The board voted aye.

 

Chairman Shippy motioned to approve the Settlement Agreement between Kerr McGee Coal Corporation and Campbell County. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve Case No. 95.04COSP Item: Minor Preliminary/Final Plat - Onetia Subdivision. with the deletion of the request that the land be zoned A-L. Commissioner Evans seconded the motion. The Board was polled:

The meeting was adjourned at 12:00 PM for lunch.

 

Commissioner Desavedo motioned to approve the agreement between Campbell County and Sweetman Construction Co for removal of asphalt paving by rotomilling and breaking of concrete flatwork at the Campbell County Airport. Commissioner Evans seconded the motion. The Board was polled:

At 3:50PM an Executive Session was called to discuss pending litigation and personnel.

At 4:10PM the meeting was called back to regular session.

 

Commissioner Evans motioned to approve the Transfer of Franchise of S&S Cable System to Tongue River Cable TV. Commissioner Desavedo seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the bid from Suzi's Trophies and Awards for the Board Appreciation Banquet. Commissioner Evans seconded the motion. The Board was polled:

            Chairman Shippy - aye                                   Carried.

 

Commissioner Evans motioned to approve the bid from Boothill Nightclub for the Board Appreciation Banquet. Commissioner Desavedo seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the Proclamation of National County Government Week                                                      the week of April 2-8, 1995. Commissioner Desavedo seconded the motion. The Board was polled:

            Chairman Shippy - aye                                   Carried.

 

Commissioner Evans motioned to approve the Data Center transfer of $300 from 231.6517.4, Travel and Transportation and $1,200 from 231.6517.5 Meals and Lodging, to 231.6517.2 Staff Development. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve up to $2,900 from Commissioner's Contingency for The Children's Center to conduct a facility study. Commissioner Evans seconded the motion. The Board was polled:

There being no further business to come before the Board, the meeting adjourned at 4:40PM.

The next regular meeting of the Board of County Commissioners will be held on Tuesday, April 4, 1995 at 9:00AM in the Commissioners' Chambers at the courthouse.
