PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS

The Campbell County Board of Commissioners met in regular session Tuesday, April 18, 1995. Chairman Shippy called the meeting to order and led the Pledge of Allegiance.

Present were David A. Shippy, Les Desavedo, Janet K. Evans, Commissioners; Susan F. Saunders, County Clerk; Michael A. Maycock, County Attorney; Carol Seeger, Deputy County Attorney; and Robert P. Palmer, Director of Administrative Services.

Commissioner Evans motioned to approve the consent agenda as presented. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Evans motioned to approve a two-step merit increase along with a promotional increase for an employee at the Sheriff's Department. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the McKenney Improvement and Service District Support Grant Application for the amount of $1,900. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the Resolution authorizing the filing of a Grant Application to Wyoming Farm Loan Board for the Construction of The Garner Lake Road Extension of the Gillette Belt Loop System. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the Resolution authorizing the Grant Application to Wyoming Farm Loan Board for the Closure of the Campbell County Landfill No. 1. Chairman Shippy seconded the motion. The Board was polled:

At 10:00 AM a Public Hearing was held to hear views, comments, and recommendations regarding the WCDA Community Development Housing Block Grant Program.

Commissioner Desavedo motioned for a Resolution for Campbell County Board of Commissioners to file an application for the Community Development Block Housing Grant on behalf of the Campbell County Council of Community Services. Chairman Shippy seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the Grant Agreement of $130,000 for funding housing for moderate to low income persons, between the Board of County Commissioners for Campbell County and the Council of Community Services, INC. Commissioner Desavedo seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the Grant Agreement between Wyoming Community Development Authority ( Grant No. 0021) and Campbell County for the amount of $130,000. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the Minor Plat - Lomas Pintadas Estates, Resubdivision of Tract 2, Case No. 94.04SP. Chairman Shippy seconded the motion. The Board was polled:

At 11:45 AM an executive session was called to discuss personnel and litigation and then the Commissioners adjourned for lunch.

At 2:00 PM the Commissioner reconvened and heard from the Intermountain Conservation District.

At 2:50 PM an executive session was called to discuss personnel.

At 3:15 PM the Commissioners reconvened and held a workshop with landowners about the Southern Drive Alignment.

The Board of Commissioners by unanimous consent appointed Lee Appley to serve on the Corrections Board.

Commissioner Evans motioned to approve $75.00 from Commissioners Capital Contingency for the purchase of a desk for the Coroner's Office. Commissioner Desavedo seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the Countys participation with the City of Gillette for the Professional Services Agreement with Robert J. Dorigo and Associates for the Animal Control Facility, City Project No. 95EN43. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the change of the amount of a line item transfer in the consent agenda with the Public Works Landfill. The transfer should read: Transfer $6,000 from 082.6766, Conveyor, and $1,900 from 082.6787, Scale, to 082.6755 General Vehicle Maintenance. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the carpet bid of $3,050 from Top Notch. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve up to $2,500 from Commissioners Contingency for a Needs Assessment for the Library in Wright. Commissioner Evans seconded the motion. The Board was polled:

There being no further business to come before the Board of commissioner the meeting adjourned at 5:00 PM. The next regular meeting of the Board of Commissioners will be Tuesday, May 2, 1995 in the Commissioner' Chambers at the Courthouse.
