The Campbell County Board of Commissioners met in regular session Tuesday, May 16, 1995. Chairman Shippy called the meeting to order and led the Pledge of Allegiance.


Present were David A. Shippy, Les Desavedo, Janet K. Evans, Commissioners; Susan F. Saunders, County Clerk; Michael Maycock, County Attorney; and Robert P. Palmer, Director of Administrative Services.

Commissioner Evans motioned to approve the consent agenda as presented with the exception of the Line Item Transfers of the Library. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the assignments of Certificate of Purchases, #9087, 9088, 9661 and 9662, to Mildred Gerken. Commissioner Evans seconded the motion. The Board was polled:

At 9:15 AM the Commissioners went into an Executive Session to discuss litigation.

At 9:45 AM the Commissioners reconvened into regular session.

 

Commissioner Desavedo motioned to approve the property tax settlement from Arco Thunder Basin Coal in the amount of $274,694 for production years 89-92. Commissioner Evans seconded the motion. The Board was polled:

Board of Commissioners acting as the Board of Adjustment held a Public Hearing at 9:45AM to hear Case No. 95.02SUP, Item: Special Use Permit - Riding and Boarding stables with an Indoor Arena and Boarding of Roping Livestock.

Chairman Shippy motioned to approve Case No. 95.02SUP. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve Case No. 95.06COSP, Item: Preliminary/Final Plat - Stone Gate Estates IV, with the planning considerations being met. Commissioner Evans seconded the motion. The Board was polled:

At 10:00 AM a Public Hearing was held to hear Case No. 95.06Z, Item: Zoning Application - Zone Stone Gate Estates, Phase IV as R-S, Residential Suburban. Commissioner Evans motioned to approve Case No. 95.06Z. Chairman Shippy seconded the motion. The Board was polled:

The Commissioners postponed discussion until June 6, 1995 on hearing Case No.95.07COSP, Item: Preliminary/Final Minor Plat-Stone Gate Estates, Phase #V.

 

At 10:15 AM a Public Hearing was held to hear Case No. 95.08Z, Item: Rezoning Request - Rezone a parcel of land from A-L, Agriculture to I-1, Light Industrial. Commissioner Evans motioned to approve Case No. 95.08Z. Chairman Shippy seconded the motion. The board was polled:

Commissioner Evans motioned to approve the signing of the Commissioners Resolution for "Northeast Wyoming Economic Development Coalition Grant Authorization". Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the grant application in the amount of $50,500.00 for Cook Road Water and Sewer District, for Water System Construction with the consideration that Cook Road Water and Sewer District provide a written statement that this is the last time they will go before the Commissioners on this project. Chairman Shippy seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the grant application in the amount of $13,000.00 to Wessex Improvement and Service District for construction of a new water system. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the grant application for Newton Industrial Park Improvement and Service District, for discussion. Chairman Shippy seconded the motion. The Board was polled:

The Commissioner adjourned for lunch at 11:45 AM, and reconvened into regular session at 1:30PM.

 

Chairman Shippy motioned to approve the Grant Agreement for Council of Community Services Shelter Project in the amount of $107,000 between Campbell County and the Council of Community Services, Inc.. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the Community Development Block Grant Agreement between the Wyoming Community Development Authority and Campbell County in the amount of $107,000. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the Quit Claim Deed between Campbell County and Council of Community Services Inc., for Lot 1, Block 2 of the Rockpile Park Addition. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the letter of support for Campbell County Children's Center to file a grant application for the Child Care and Development Block Grant in the amount of $3,359. Commissioner Desavedo seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the Commissioners Resolution for "Powder River Chemical Dependency, Inc. Grant Authorization in the amount of $23,855. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the two step merit increase for an employee at Bell Nob, effective next pay period. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the low bid of $21,980.00 from Western Plains Machinery for a Self-Propelled Broom for the Road and Bridge Department. Commissioner Evans seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the two step merit increase for an employee in the Engineer's Office., effective next pay period. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve $7,000 from Commissioners Contingency for the purchase of golf merchandise inventory at the Bell Nob Pro Shop. Commissioner Evans seconded the motion. The Board was polled:

At 2:30 the Commissioners called for an executive session to discuss personnel.

At 3:15 the Commissioners went into workshops to discuss Compensation and the College.

 

Commissioner Evans motioned to approve the grade change of a 13T to 14T for an employee at the Airport, effective the next pay period. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the Wyoming Department of Transportation Deviation Agreement between Campbell County and the Wyoming Department of Transportation. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned that the Agencies over which the Commissioners control funding would not request Rapport Leadership as a training program and that training must be job specific. Motion died for lack of a second.

 

There being no further business to come before the Board the meeting adjourned at 5:45 PM.

the next regular meeting of the Board of Commissioners will be held on Tuesday, June 6, 1995 at 9:00AM in the Commissioners' Chambers at the courthouse.
