The Campbell County Board of Commissioners met in regular session Tuesday, July 18, 1995. Chairman Shippy called the meeting to order at 9:00AM, and led the Pledge of Allegiance.
Present were David A. Shippy, Les Desavedo, Janet K. Evans, Commissioners; Susan F. Saunders, County Clerk; Michael Maycock, County Attorney; Robert P. Palmer, Director of Administrative Services, and Bryn Stewart.
The following consent agenda was presented:
One-Day Malt Beverage Permits - American Legion Post #42 Baseball Team, August 1, 1995, for the 1st annual “Cow Drop” Fund Raiser at the Campbell County Baseball Stadium.

Commissioner Desavedo motion to approve the consent agenda. Commissioner Evans seconded the motion. The Board was polled:

Chairman Shippy motioned to appoint Harry Underwood as an alternate to the Board of Directors of the Northeast Wyoming Economic Development Coalition. Commissioner Evans seconded the motion. Chairman Shippy amended his motion to include Bryn Stewart also as an alternate. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the agreement between SkyWest Airlines, Inc., a Utah corporation (“SkyWest”), Campbell County, and the Town of the City of Gillette, but striking the wording of, “The Town Of”, when referring to the City of Gillette. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the proposed Forest Road Special Use Permit for the realignment work of the Rocky Point Road. Chairman Shippy seconded the motion. After discussion, this was tabled.
Commissioner Desavedo motioned to approve the signing of the Update Attachment “B” and “C” to the DEQ Delegation Agreement. Chairman Shippy seconded the motion. The Board was polled:

At 10:30AM a Public Hearing was held for the Adoption of County Budget Fiscal Year 1995-1996.
Commissioner Evans motioned to approve The Appropriation Resolution Fiscal Year 1995-1996 Campbell County Wyoming and the Resolution to Provide Income Necessary to Finance Campbell County Budget for Fiscal Year 1995-1996. Commissioner Desavedo seconded the motion. The Board was polled:

APPROPRIATION RESOLUTION
FISCAL YEAR 1995-1996
CAMPBELL COUNTY, WYOMING
WHEREAS, on the 30th day of June 1995, the County Budget Officer, the budget-making authority, prepared and submitted to the Campbell County Board of Commissioners, a county budget for the 1995-1996 fiscal year ending June 30, 1996, and;
WHEREAS, the Board of Commissioners duly reviewed all budgets as presented to them and made decisions on those budgets on a per line item basis and as a whole, and;
WHEREAS, such budget was duly entered at large upon the records of this Board and a copy thereof made available for public inspection at the Office of The Campbell County Clerk, and;
WHEREAS, notice of public hearing on such budget, together with the summary of said budget, was published in the Gillette News Record, a legal newspaper published and of general circulation in the County, on the 7th day of July, 1995, and;
WHEREAS, following such public hearing certain alternatives and revisions were made in such proposed budget, all of which fully appears in the minutes of this Board.
NOW, THEREFORE, BE IT RESOLVED that the proposed budget for Campbell County is approved, as amended, during the public hearing on the budget held on Monday, July 17, 1995, with appropriation and narrative as attached.

CAMPBELL COUNTY BUDGET FOR FISCAL YEAR 1995-1996
WHEREAS, on the 18th day of July 1995, this Board Adopted a County budget for the 1995-1996 fiscal year ending June 30, 1996, for the following appropriations:

Commissioner Desavedo motioned to sign as presented the Wyoming Community Development Block Grant Program Contract for Services with Campbell County. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the purchase of plaques for the High Plains Energy Technology Center. The motion died for a lack of a second.
Chairman Shippy motioned to approve the job grade change for an employee of the Public Works Department and the job grade change for an employee of the Public Land Board as presented by the Personnel Committee. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the Request for Commissioners’ Resolution Application for Open Burning Restriction as presented by the Emergency Management. Chairman Shippy seconded the motion. The Board was polled:

The Commissioners adjourned for lunch at 11:40AM and reconvened at 1:30PM.
The Commissioners went into executive session to discuss potential litigation.
The Commissioners reconvened into regular session at 3:15PM
There being no further business to come before the Board of Commissioners, the meeting adjourned at 3:45PM. The next regular meeting of the Board of Commissioners will be held August 8, 1995, at 9:00AM in the Commissioners’ Chambers at the courthouse.
