The Campbell County Board of Commissioners met in regular session Tuesday, August 8, 1995. Chairman Shippy called the meeting to order at 9:00AM and led the Pledge of Allegiance.
Present were David A. Shippy, Les Desavedo, Janet K. Evans, Commissioners; Susan F. Saunders, County Clerk; Michael Maycock, County Attorney; and Bryn Stewart, Director of Administrative Services.
The following consent agenda was presented:

Commissioner Desavedo motioned to approve the consent agenda. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve up to $15,000 from 1% to go towards the purchase of a portable warm up pool for the Aquatic Center. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve $90,070 for the Courthouse PBX Telephone System. Chairman Shippy seconded the motion. After discussion Commissioner Desavedo rescinded his motion and added that a bid should be done instead of a proposal. Chairman Shippy withdrew his second.
At 10:00AM a Public Hearing was held for the review of proposed zoning of a portion of Extended Planned District - Section 6, T49N, R71W, Sections 30, 31, T50N, R71W and that portion lying south of the interstate in section 19, T50N, R71W. Proposed zoning is A-L, Agriculture, R-L, Rural Living, M-H, Mobile Home, C-1, General Commercial and I-1, Light Industrial as per designated map.
Chairman Shippy motioned to approve Case No. 95.14Z, Item: Zone a portion of Extended Planned District - Section 6, T49N, R71W, Section 30, 31, T50N, R71W and that portion lying south of the interstate in section 19, T50N, R71W. Proposed zoning is A-L, Agricultural, R-L, Rural Living, M-H, Mobile Home, C-1, General Commercial and I-1, Light Industrial as per designated map, with the planning consideration being met of R-L proposed area being changed to R-R, Rural Residential. Commissioner Evans seconded the motion. After discussion Chairman Shippy rescinded his motion due to the Public Hearing Notice stating the Public Hearing will be held August 1, 1995. Commissioner Evans withdrew her second.
At 10:15AM a Public Hearing was held by the County Commissioners, acting as the Board of Adjustment for the purpose of a Variance Request at 6511 Irving Boulevard, Sleepy Hollow Subdivision.
This Public Hearing is continued until August 15, 1995.
Commissioner Evans motioned to approve Case No. 95.13COSP, Item: Minor Plat - Crestview Estates, Phase I, Resubdivision Lots 16, 17, Block 8. Chairman Shippy seconded the motion. The Board was polled:

Mr. Herb Carter presented a check in the amount of $240 for the twenty year lease from the College.
Commissioner Desavedo motioned to approve Case No: 95.02Z, Item: Rezoning Request - Rezone A-L, Agriculture land to C-1, General Commercial, and R-4, Multi Family Dwelling, with the planning considerations being met. This was continued from March 7, 1995. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Evans read the Campbell County Board of Commissioner Proclamation ‘Bernard Saunders Day’ and motioned to approve August 28, 1995 as ‘Bernard Saunders Day’. Chairman Shippy seconded the motion. The Board was polled:

At 12:00PM the Commissioners adjourned for lunch and reconvened at 1:30PM.
At 1:45 the Commissioners went into executive session to discuss litigation, and reconvened into regular session at 2:15PM.
Chairman Shippy motioned to approve the Letter Agreement between Wyoming Royalties and Campbell County. Commissioner Desavedo seconded the motion. The Board was polled:

At 2:30PM the Commissioners went into executive session for the purchase of Real Estate, and reconvened into regular session at 2:50PM.
Commissioner Desavedo motioned to sign the National Register Consent Form to list the old airport hanger at the Airport as Historic Property. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the Purchase of Services Contract between Campbell County and Campbell County Senior Citizens Association, INC and the Purchase of Services Contract between Campbell County and Intermountain Conservation District. For the period of July 1, 1995 through June 30, 1996. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the transfer from Commissioners Contingency to Contract Labor for the Public Works Division in the amount of $6,000. Commissioner Desavedo seconded the motion. After discussion Commissioner Evans withdrew her motion and Commissioner Desavedo withdrew his second. This matter was postponed until the August 15th meeting.
Commissioner Desavedo motioned to approve the signing of the agreement for Government Royalty Impact Assistance Account Grant between the State of Wyoming Farm Loan Board and Campbell County for County Road Improvements. Commissioner Evans seconded the motion. The Board was polled:
