The Campbell County Board of Commissioners met in regular session Tuesday, August 15, 1995. Chairman Shippy called the meeting to order at 9:00AM and led the Pledge of Allegiance.


Present were David A. Shippy, Les Desavedo, Janet K. Evans, Commissioners; Susan F. Saunders, County Clerk; Michael Maycock, County Attorney; and Bryn N. Stewart, Director of Administrative Services.


The following consent agenda was presented:

Commissioner Desavedo motioned to approve the consent agenda with the correction that it should read Tire Recyclers not Fire Recyclers for the amount of $8,480.18. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the signing of the Joint Accounts Agreement between Campbell County; First National Bank; and S&S Builders, making First National Bank as the depository for the contractor S&S Builders for the project of the Campbell County Fair Board Storage Barn. Commissioner Evans seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the Public Works request to not hire another building inspector for the Public Works Department and to hire a temporary replacement for the electrical inspector who is out on leave, and also to hire a general maintenance person for the duties covered by the heating and air-conditioning maintenance contract, and for other maintenance and repairs as directed. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve Case No. 95.01VAR, Item Variance request 6511 Irving BLVD, Sleepy Hollow Subdivision, by petitioner James Chick, that was carried over from the Public Hearing on August 8, 1995, contingent upon the County Attorney receiving a recordable document agreement restricting the parking, and that the Sleepy Hollow Homeowners Board is in favor of this variance. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the Recommendation on Priority of Needs - CSBG as presented from the Campbell County Community Survey of Human Services Needs 1995. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve a grant in the amount of $40,000 to Central Campbell County Improvement and Service District for the project of Implementation of the First Year of Their Pavement Management System. Commissioner Evans seconded the motion. The Board was polled:

The meeting was adjourned for lunch at 12:10PM and reconvened at 1:30PM.

Commissioner Evans motioned to approve the Commissioners’ Resolution for Abandonment of Easement and Execution of Quitclaim Deed. Commissioner Desavedo seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the computer proposal from the Business Center for $2,089 for a computer and $200 for tape backup, for the County Fair Board, from Commissioners Capital Contingency. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the 1995-1996 Property and Liability Insurance Recommendation in the amount of $310,575. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the Supplemental Purchase of Services Contract between Campbell County and Powder River Chemical Dependency; the Purchase of Services Contract between Campbell County and Northeast Wyoming Economic Development Coalition; and the Purchase of Services Contract between Campbell County and the Campbell County Economic Development Corporation. Chairman Shippy seconded the motion. The Board was polled:

County Attorney Mike Maycock was excused from the meeting.

 

Chairman Shippy motioned to approve as presented by the Personnel Committee the job grade changes for Shop Foreman, Programmer/Analyst I, Paraeducator I, Paraeducator II, Paraeducator III, and Instructor/Assistant Early Childhood Coordinator. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the Standard Form of Agreement between Owner and Architect. This agreement is between the City of Gillette and Campbell County as the owners, and Rundquist and Hard P.C. as the Architect. This is for the project of the Co-Location Needs Assessment and Feasibility Study of the City of Gillette’s Police Department and Campbell County Sheriff’s Department. Commissioner Evans seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the transfer of $28,000 from Weed & Pest Line item 013.7277.27, Correct Drainage, to 920.7173.3, Wright Ballfield. Commissioner Desavedo seconded the motion. The Board was polled:

Chairman Shippy motioned to move the second meeting in September 1995 from the 19th to the 22nd, due to the WACO meeting in Cheyenne. Commissioner Evans seconded the motion. The Board was polled:

Chairman Shippy motioned to add terms to the appointments that were made in the July 5, 1994 meeting to the seats on the Sixth Judicial District Child Support Authority Board. The County Attorney’s appointment will be a One Year Term, the Clerk of District Court will be a Two-Year Term and David Shippy for the Commissioners term will be a Three-Year Term. Commissioner Evans seconded the motion. The Board was polled:

Chairman Shippy motioned to appoint the County Attorney to fill a Three-Year Term on the Sixth Judicial District Child Support Authority Board. Commissioner Desavedo seconded the motion. The Board was polled:

There being no further business to come before the Board of Commissioners, the meeting adjourned at 3:45PM.
