The Campbell County Board of Commissioners met in regular session Tuesday, September 5, 1995. Chairman Shippy called the meeting to order at 9:00 AM and led the Pledge of Allegiance.
Present were David A. Shippy, Les Desavedo, Janet K. Evans, Commissioners; Susan F. Saunders, County Clerk; Michael Maycock, County Attorney; and Bryn N. Stewart, Director of Administrative Services.
The following consent agenda was presented:

A Public Hearing was held at 10:00AM for the purpose of reviewing a rezoning request for the proposed Gap Subdivision legally described as the NE1/4 NW1/4 of Section 30, T49N, R71W of the 6th PM, Campbell County Wyoming. The request is to zone 38.75 acres as R-S, Residential Suburban.
Commissioner Desavedo motioned to approve Case No: 95.15Z, Item: Zoning Request - Proposed Gap Subdivision - Zone as R-S, Residential Suburban, contingent upon the plats approval and recording with the County Clerk’s Office. Chairman Shippy seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the General Utility Maverick Easement to the City of Gillette for a strip of land extending through a portion of the SW1/4 NW1/4 of Section 34, T40N, R72W of the 6th PM, Campbell County, Wyoming. Commissioner Desavedo seconded the motion. The Board was polled:

A Public Hearing was held at 10:30AM on the FFY 95 Community Services Block Grant Program. The purpose of this hearing is to provide an opportunity for the general citizen to provide input concerning the proposed use of Community Service Block Grant Funds.
Commissioner Evans motioned to approve $66,100 for the Campbell County Council of Community Services and $7,000 for Powder River Chemical Dependency from the Community Services Block Grant Program. Chairman Shippy seconded the motion. After discussion Commissioner Evans amended her motion to include the signing of the Commissioners’ Resolution of Support for the Community Services Block Grant Program. Chairman Shippy noted the amendment. The Board was polled:

Chairman Shippy motioned to approve the closure of the County Road and Bridge Department, for the day of Wednesday, September 6, 1995, to allow employees to attend the funeral of a fellow worker. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the Quit Claim Deed to Campbell County from BOW Partnership on a strip of land located in the SW1/4 NE1/4 of Section 28, T50N, R73W of the 6th PM, Campbell County, Wyoming. Chairman Shippy seconded the motion. The Board was polled:

The Commissioners adjourned for lunch at 11:45AM and reconvened at 1:30PM.
Commissioner Desavedo motioned to approve up to $3,000 from Commissioners Capital Contingency for an Electronic Firing Board for the Parks & Recreation for the purpose of setting off fireworks. Chairman Shippy seconded the motion. The Board was polled:

At 1:45 the Commissioners went into an executive session to discuss pending litigation, and reconvened at 2:20PM into regular session.
Commissioner Desavedo motioned to withdraw the appeal filed by Campbell County in the State of Wyoming Board of Equalization Docket # 95-67, concerning the notice of valuation change #95-329. Commissioner Evans seconded the motion. The Board was polled:
