The Campbell County Board of Commissioners met in regular session Friday, September 22, 1995. Chairman Shippy called the meeting to order at 9:00 AM and led the Pledge of Allegiance.
Present were David A. Shippy, Les Desavedo, Janet K. Evans, Commissioners; Susan F. Saunders, County Clerk; Michael Maycock, County Attorney; Carol Seeger, Deputy County Attorney; and Bryn Stewart, Director of Administrative Services.

Commissioner Evans motioned to approve the consent agenda with the following two additional line item transfers:
Airport - Transfer $500 from 751.6772, ILS Maintenance, to 915.7194, Office Equipment, Capital Outlay.
County Commissioners - Transfer $54,047.30 from 800.7215, E-911 Equipment, to 800.7168, Other Buildings.

Commissioner Desavedo motioned to ratify the Memorandum of Understanding between Campbell County, Wyoming, and the Bureau of Land Management, for the estimated term of repayment for PILT, in the amount of $147,972. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the capital purchases of a fax machine with printer and scanner, and the purchase of a Roland PNC 950, instead of the capital purchase of the microfilm printer/reader for the Museum. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve sending a letter to the Wyoming Department of Transportation, supporting the Rockpile Museums effort to obtain space on highway department signs along Interstate 90, to read “Museum, Exit 124", said signage to be used in place of the “Waterslide” exit signs during the period in which the waterslide is closed. Commissioner Evans seconded the motion. The Board was polled:

A Public Hearing was held at 10:00AM for the purpose of reviewing a rezoning request for Creekside Subdivision, part of SW1/4 SW1/4 SE1/4, Section 34, T50N, R72W. Request is to rezone the property from I-1, Light Industrial to R-3, One and Two Family Dwelling District, Special.
Chairman Shippy motioned to approve Case No: 95.16Z, Item: Rezoning Request - Rezone Proposed Creekside Subdivision From I-1, Light Industrial to R-S, Suburban Residential. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the Resolution for Vacation of County Highway for a section of County road extending East from the intersection of the T-7 and Hilight Road, leading to the Caballo Rojo Mine. Commissioner Evans seconded the motion. The Board was polled:

A Public Hearing was held at 10:15AM for the review of proposed zoning of a portion of the Extended Planned District, legally described as Section 6, T49N, R71W, Sections 30, 31, T50N, R71W, and that portion lying south of Interstate 90 in Section 19, T50N, R71W. Proposed zoning as A-L, Agriculture, R-R, Rural Residential, M-H, Mobile Home, C-1, General Commercial, and I-1, Light Industrial as per designated map. Existing zoning will not change.
Commissioner Desavedo motioned to approve Case No: 95.14Z, Item: Zone a portion of Extended Planned District - Section 6, T49N, R71W, Sections 30,31, T50N, R71W, and that portion lying south of the interstate in section 19, T50N, R71W. Proposed zoning is A-L, Agriculture, R-R, Rural Residential, M-H, Mobile Home, C-1, General Commercial, and I-1, Light Industrial as per designated map. Chairman Shippy seconded the motioned. Chairman Shippy motioned to approve the Agreement For Right-Of-Way Dedication from James B. and Tressa H. Meserve, for the area of the Campbell County Road commonly known as Southern Drive, and to approve the Agreement for Right-Of-Way Dedication from Wendy S. Hutchinson for the Campbell County Road commonly known as Southern Drive. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the low bid from Robert E. Shock, dba Buckeye Construction, in the amount of $15,000 for the Juvenile Probation Remodeling Project. Chairman Shippy seconded the motion. In discussion Commissioner Desavedo wished to have it noted that Bryn Stewart and himself were present for the bid openings and everything was correct with the openings. The Board was polled:

A Public Hearing was held by the Board of County Commissioners, acting as the Board of Adjustment, at 10:30AM, for the review of an application for a special use permit by Leland Hove. The request is to place an 18,000 gallon storage propane tank above ground on lot 18E, Champion Ventures Industrial Subdivision.
Chairman Shippy motioned to approve Case No: 95.03SUP, Item: Application for Special Use Permit - lot 18E, Champion Ventures Industrial Subdivision. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the Job Grades of: Occupational Therapist to grade 17, Library Director to grade 21, and Executive Director to grade 21, as recommended by the Personnel Committee. Chairman Shippy seconded the motion. The Board was polled:

The Commissioners went into executive session at 11:15AM to discuss potential litigation and reconvened into regular session at 11:45AM.
The Commissioners adjourned for lunch at 11:45AM, and reconvened at 1:30PM.
Commissioner Evans motioned to approve up to $5,000 from Commissioners Contingency for a fence, for the Adventure Programming Ropes Course. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo moved to amend the consent agenda to remove the line item transfer by the Airport of $500 from 751.6772, to 915.7194. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the service contracts of Delta Dental for the Dental Insurance, NCAS for the Health Insurance, The Travelers’ for the LTD Insurance, Cigna for the Life and AD&D Insurance, and Security Life for the Stop Loss Insurance. In the event that Security Life does not accept Campbell County’s Group, the contract will go to SAFECO for the Stop Loss Insurance. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Evans motioned to approve retiree health benefits coverage for Campbell County employees under the following terms and conditions: an employee must be at least 60 years of age with a minimum 17 years employment with Campbell County; upon reaching the age of medicare eligibility, the benefit will terminate; upon the death of the retiree, the surviving spouse will remain eligible for coverage; and the premium is to be paid by the retiree at 100%. This coverage is to take effect October 1, 1995. Commissioner Desavedo seconded the motion. The Board was polled:

There being no further business to come before the Board of Commissioners, the meeting adjourned at 4:15PM. The next regular meeting of the Commissioners will be Tuesday, October 3, 1995, in the Commissioners’ Chambers at the courthouse.
