The Campbell County Board of Commissioners met in regular session Tuesday, December 19, 1995. Chairman Shippy called the meeting to order at 9:00AM and led the Pledge of Allegiance.


Present were David A. Shippy, Les Desavedo, Janet K. Evans, Commissioners; Teresa Blackford, Deputy County Clerk; Michael A. Maycock, County Attorney; and Bryn N. Stewart, Director of Administrative Services.


The following consent agenda was presented:

            One-Day Malt Beverage Permit - December 29, 30, 31, 1995; January 1, 1996, at Camplex East Pavilion for New Year Roping.


Commissioner Desavedo moved to approve the consent agenda as presented. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the purchase of a new Ricoh FW 740 Copier from Western Business Resources for $5,500.00 with trade-in, for the Assessor’s Office. Commissioner Desavedo seconded the motion. The Board was polled:

Chairman Shippy moved to approve the purchase of three new two-wheel drive pickups for the Road & Bridge Department, from the low bidder Stockmens Motor for $16,200 each. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo moved to approve spending up to $1,500 from Commissioners Capital Contingency fund for a Hearing Impaired Unit for the District Court. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans moved to approve the purchase of a new utility style vehicle in the amount of $22,200 without trade-in or $21,000 with trade-in from Stockmens Motors for the Public Works Department. Chairman Shippy seconded the motion. The Board was polled:

The Commissioners approved the replacement of the Bell Nob Mechanic, as the present mechanic will be leaving January 1, 1996.


The following Service Agreements were presented to the County Commissioners for signing:

Prairieview/Champion Ventures Improvement and Service District Street Improvements, Central Campbell County Improvement and Service District for pavement Management Project, and the McKenney Improvement and Service District.



Chairman Shippy moved to approve the Joint Account Agreement with Dakota Steel. Commissioner Evans seconded the motion. The Board was polled:

Chairman Shippy moved to approve the Right-Of-Way Dedication Agreements on Southern Drive between Wendy Hutchinson and Campbell County, and William and Vera Appel and Campbell County. Commissioner Evans seconded the motion. The Board was polled:

Chairman Shippy moved to approve the request from Michael Maycock, County Attorney, for an In-House Investigator. Commissioner Evans seconded the motion. The Board was polled:

A Public Hearing was held at 10:00AM for the renewal of the following liquor licenses:

Retail Liquor Licenses-Mary L. Thoet dba Bear’s Den Bar; Betty Mae Hettinger dba Cowboy Bar; Gillette Golf & Country Club, Inc.; James K. & Barbara J. Hays dba Jake’s Tavern; Ostlund Investments dba The Sports Bar; Norma J. & Marion R. Ruff dba Ruff’s Rozet Bar; Leroy B. Rassbach dba Savageton Bar; James L. Jellis & Jerome Schantz dba Spotted Horse Bar.

Commissioner Desavedo moved to approve the Liquor License Renewals as presented. Commissioner Evans seconded. The Board was polled:

Chairman Shippy moved to approve the December 13th, 1995 recommendations of the Campbell County Personnel Committee on five requests for Job Grade Review. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo moved to amend payment for the Gillette Swim Club Warm-Up Pool from 1% Sales Tax, to Commissioners Contingency as presented by Bryn Stewart. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Evans moved to approve the Resolution appointing representatives for acquiring federal surplus property from Wyoming Surplus Property. Chairman Shippy seconded the motion. The Board was polled:

The Commissioners adjourned for lunch at 11:50AM and reconvened at 1:30PM.

Present was Susan F. Saunders, Campbell County Clerk; Mike Bennett with Shuck, Marso and Bennett; absent was Michael Maycock, County Attorney.

 

Commissioner Desavedo moved to accept the Final Report and Audit as submitted by Shuck, Marso and Bennett. Commissioner Evans seconded the motion. The Board was polled:

Chairman Shippy moved to approve up to $10,000 from Commissioner’s Capital Contingency to replace six computers in the County Attorney’s office. Commissioner Desavedo seconded the motion. The Board was polled:

Chairman Shippy moved to accept the proposal for a land use presentation from Budd-Falen Law Offices of Cheyenne, Wyoming in the amount of $750.00 plus costs. Commissioner Evans seconded the motion. The Board was polled:

Mike VonFlatern was nominated to serve on the Campbell County Airport Board.

The Campbell County Commissioners appointed Mike VonFlatern to serve on the Campbell County Airport Board.

 

The Campbell County Commissioner Board was polled for appointees to the Bell Nob Advisory Board. Those nominated were: Dee Riss, Mark Teel, Ken Kehn, and Sue Thomas.

Dee Riss, Mark Teel and Ken Kehn were appointed to serve on the Bell Nob Advisory Board.

 

Commissioner Desavedo motioned to offer a three year extension to Shuck, Marso, and Bennett for their services in auditing Campbell County. Chairman Shippy seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the Campbell County policy on Drug and Alcohol in compliance with minimum DOT Regulations. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the low bid from Occupational Testing Service for DOT Drug Testing. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the Public Hearing for the organization of the High Plains Water District on January 16, 1996 at 10:45AM in the County Commissioners Chambers. Chairman Shippy seconded the motion. The Board was polled:

            Chairman Shippy - aye                                                           Carried.

 

The Commissioners adjourned to an executive session at 4:45PM to discuss personnel, and reconvened into regular session at 5:00PM.

 

The Commissioners adjourned to an executive session at 5:00PM for potential litigation and reconvened into regular session at 5:15PM.

 

There being no further business to come before the Board of Commissioners, the meeting adjourned at 5:15PM.
