The Campbell County Board of Commissioners met in regular session Tuesday, January 16, 1996. Chairman Shippy called the meeting to order at 9:00AM and led the Pledge of Allegiance.


Present were David A. Shippy, Les Desavedo, Janet K. Evans, Commissioners; Susan F. Saunders, County Clerk; Michael A. Maycock, County Attorney; and Bryn N. Stewart, Director of Administrative Services.


The following consent agenda was presented:

Minutes - County Commissioners’ Meeting, January 4, 1996.

 

Line Item Transfers:

Rockpile Museum - Transfer $100 from 721.6281, Travel-Employees Automobile, and $100 from 721.6301, Travel-Other, Meals & Lodging, to 721.6517.4, Training and Development Travel and Transportation; transfer $175 from 721.7362, Special Events, to 721.6532, Computer Supplies.

Commissioner Desavedo motioned to approve the consent agenda. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned to give approval for the Campbell County Childrens Center Board of Directors to change the name of the Childrens Center. Chairman Shippy seconded the motion. The Board was polled:

All Voted - ayeCarried.

 

Commissioner Evans motioned to approve the Joint Accounts Agreement between Campbell County; First Interstate Bank; and Larry’s INC, for the Campbell County Landfill No. 1 Final Cover. Chairman Shippy seconded the motion. The Board was polled:

All Voted - ayeCarried.

 

A Public Hearing was held at 10:00AM for the review of proposed amendments to the Campbell County Zoning Regulations. Proposed amendments are to amend section 3, Rules & Definitions for a Bed & Breakfast Facility, amend Sections 5, 5A, 5AA, to allow a Bed & Breakfast Facility in Zoned Districts A-L, R-L, R-R, R-S, and R-4, amend Section 12A to allow Home Occupations in the Mobile Home District.

 

Chairman Shippy motioned to approve the Proposed Amendments to Campbell County Zoning Regulations. Commissioner Evans seconded the motion. The Board was polled:

All Voted - ayeCarried.

 

A Public Hearing was held at 10:15AM for the purpose of reviewing a rezoning request to rezone a tract of land along Echeta County Road from A-L, Agriculture, to M-P, Mobile Home Park, and R-L, Rural Living.

 

Commissioner Evans motioned to approve Case No. 95.18Z, Item: Rezoning Request - Worley Subdivision, presently zoned A-L, Agriculture - Rezone lot 1, R-L, Rural Living and Rezone lot 2, M-P, Mobile Home Park, contingent upon the Plat being recorded. Commissioner Desavedo seconded the motion. The Board was polled:

All Voted - ayeCarried.

 

Commissioner Desavedo motioned to approve the agreement between Occupational Testing Services (OTS) and Campbell County. Chairman Shippy seconded the motion. The Board was polled:

All Voted - ayeCarried.

 

Chairman Shippy motioned to approve the Job Grade Review as presented by the Campbell County Personnel Committee for the County Fair Board. Commissioner Evans seconded the motion. The Board was polled:

            All Voted - aye                                                                        Carried.

 

A Public Hearing was held at 10:30AM for the review of a rezoning request for the proposed Kragen Subdivision. Request is to rezone the proposed north 5 acres of lot 1 from A-L, Agriculture, to I-2, Heavy Industrial and rezone lot 2 as I-1, Light Industrial.

 

Commissioner Desavedo motioned to approve Case No: 95.19Z, Item: Rezoning Request - Rezone the proposed Kragen Subdivision which is presently zoned A-L, Agriculture and I-2, Heavy Industrial. Request is to rezone lot 2 as I-2, Light Industrial, contingent upon the plat being recorded. Chairman Shippy seconded the motion. The Board was polled:

All Voted - ayeCarried.

 

A Public Hearing was held at 10:45 for the Proposed High Plains Water District.

 

Commissioner Evans motioned to approve the Order Calling for an Election for the Proposed High Plains Water District and Providing for Notice of Election Date with the addition that the election will be conducted by a mail ballot. Commissioner Desavedo seconded the motion. The Board was polled:

All Voted - ayeCarried.

 

Chairman Shippy motioned to amend the Order Calling for an Election for the Proposed High Plains Water District by adding “(i)” into the phrase contained in section 3: “W.S. 41-10-104d(ii).” Commissioner Desavedo seconded the motion. The Board was polled:

All Voted - ayeCarried.

 

Commissioner Evans motioned to approve the Commissioners’ Resolutions of Support Community Services Block Grant Discretionary Funds for:

Commissioner Desavedo seconded the motion. The Board was polled:

All Voted - ayeCarried.

 

At 11:15AM the commissioners adjourned into an executive session to discuss ongoing litigation, and reconvened into regular session at 11:30AM.

 

A Public Hearing was held at 11:30AM to receive comments on the existing Campbell County Bike Path System.

 

Chairman Shippy motioned to adjourn the meeting at 12:05PM. Commissioner Desavedo seconded the motion. The Board was polled:

All Voted - ayeCarried.
