The Campbell County Board of Commissioners met in regular session Tuesday, February 20, 1996. Chairman Shippy called the meeting to order at 9:00AM and led the Pledge of Allegiance.
Present were David A. Shippy, Les Desavedo, Janet K. Evans, Commissioners; Susan F. Saunders, County Clerk; Michael A. Maycock, County Attorney; Carol Seeger, Deputy County Attorney; and Bryn N. Stewart, Director of Administrative Services.
The following consent agenda was presented:

Line Item Transfers:
County Clerk - Transfer $500 from 021.6282, Airplane, Trains and Bus, to 021.6102, Association, Commission, Dues and Fees.

Commissioner Desavedo motioned to direct a Resolution to remove Outer Limits from the Planning District Boundaries. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the increase of green fees at Bell Nob Golf Course to $18 for 18 holes and $12 for 9 holes. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Evans motioned to approve $3,200 from Commissioners Capital Contingency to purchase a floor cleaning machine for Campbell County Parks & Recreation. Commissioner Desavedo seconded the motion. The board was polled:

Commissioner Desavedo motioned to approve $12,000 from Commissioners Capital Contingency for the Sage Hoppers RC Club for funds for paving, and that it should be done with other jobs for the county to get a better price. Chairman Shippy seconded for discussion. The Board was polled:

Chairman Shippy motioned to approve up to $7,500 from Commissioners Contingency for paving for the Sage Hoppers RC Club. Commissioner Evans seconded the motion. The Board was polled:

A Public Hearing was held at 10:45AM by the County Commissioners, acting as the Board of Adjustment to review a request for a special use permit to allow each lot owner in the proposed Los Caballos Subdivision to keep up to 10 cows with a roping arena.
Commissioner Desavedo motioned to approve Case No. 96.02SUP, Item: Special Use Permit Request - Los Caballos Subdivision. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve Case No. 96.03COSP, Item: Antelope Valley II, Resub lots 1 & 2, Block 9 with the planning considerations being met. Chairman Shippy seconded the motion. The Board was polled;

Commissioner Desavedo motioned to approve the following line item transfers:
Airport - Transfer $1,500 from 751.6772, ILS Maintenance, to 751.6777.3, Hanger Maintenance.
Road & Bridge - Transfer $7,300 from 850.7195, Road Machinery, to 850.7192, Transportation, Autos & Trucks.

Commissioner Evans motioned to approve a Resolution reflecting the Commissioners commintment for the care of the settlement and any problems caused by the retaining wall between the Recreation Center and the Cemetery. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the grade review and name change for the Food Service Coordinator and Food Service Worker as recommended by the Campbell County Personnel Committee. Commissioner Desavedo seconded the motion. The Board was polled:

At 11:30AM the Commissioners adjourned into an executive session to discuss ongoing litigation and reconvened into a regular session at 11:45AM.
Chairman Shippy motioned to approve Case No. 95.16COSP, Item: Minor Plat - Proposed Worley Subdivision. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve for Campbell County Landfill to be closed on April 7, 1996 for Easter Sunday, instead of Monday, October 14, 1996 for Columbus Day. Chairman Shippy seconded the motion. The Board was polled:

The Commissioners adjourned for lunch at 12:00PM and reconvened into a regular session at 1:30PM.
Commissioner Desavedo motioned to approve up to $5,000 from Commissioner Contingency for High Plains Energy Technology Center for Energy Equipment Display Plagues. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the Resolution establishing the High Plains Water District. Chairman Shippy seconded the motion. The Board was polled:

The Board of Commissioners were polled for the appointment of the Campbell County Corrections Board Member:

Chairman Shippy reappointed Mike Hughes to the Campbell County Correction Board.
There being no further business to come before the Board of Commissioners the meeting was adjourned at 3:15PM. The next regular meeting of the Board of Commissioners will be held on Tuesday, March 5, 1996 at 9:00AM in the Commissioners’ Chambers at the courthouse.
