The Campbell County Board of Commissioners met in regular session, Tuesday, March 18, 1997. Chairman Desavedo called the meeting to order at 9:00AM and led the Pledge of Allegiance.
Present were Jan Evans, Fred L. Oedekoven, Les Desavedo, Commissioners; Susan F. Saunders, County Clerk; Michael A. Maycock, County Attorney; and Bryn N. Stewart, Director of Administrative Services.

Commissioner Evans motioned to approve the consent agenda with the addition of the following:
Malt Beverage Permit - Gillette Jaycees - March 22, 1997 - Camplex.

The Commissioners adjourned into an executive session for possible litigation at 9:10AM and reconvened into regular session at 9:35AM.
Commissioner Evans motioned to approve the Joint Account Agreement between Campbell County, First National Bank and Hladky Construction on the splash down pool project. Commissioner Oedekoven seconded the motion. The Board was polled:

Commissioner Oedekoven motioned to approve a Resolution supporting the Low Income Senior Housing Project. Commissioner Evans seconded the motion. The Board was polled:

A Public Hearing was held at 10:00AM on the WCDA-Community Development Block Grant Housing Program. The purpose of this hearing is to solicit citizens’ views, comments, and recommendations.
There were no comments or requests at the Public Hearing.
Commissioner Oedekoven motioned to approve the Proclamation proclaiming April 13-19, 1997 as National County Government Week. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Oedekoven motioned to approve the Resolution supporting Goshen County’s effort to challenge the newly enacted Property Tax Refund Statute. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the Resolution designating the City of Gillette as a Certified Development Community. Commissioner Oedekoven seconded the motion. The Board was polled:

Commissioner Oedekoven motioned to approve up to $5,000 from Commissioners Capital Contingency to purchase two workstations for the ITS Department. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Oedekoven motioned to approve the Personnel Committee Job Grade Review for the HR/Risk Assistant position. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the bid from Davis Chevrolet-Buick-Cadillac, Inc. in the amount of $33,667.10 for two 2-wheel drive pickups, and the bid from Stockmen’s Motor in the amount of $46,892.00 for two 4-wheel drive pickups, for the Road and Bridge Department. Commissioner Oedekoven seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the payment of a dental claim for a county employee. Commissioner Oedekoven seconded the motion. The Board was polled:

A Public Hearing was held at 10:15AM by the Board of Commissioners acting as the Board of Adjustment. The hearing was to review a Special Use Permit request from Lemaster Enterprises to allow them continued operation of the Gillette Thunder Speedway in the SE1/4SW1/4, Section 18, T50N, R71W, Campbell County Wyoming.
Commissioner Evans motioned to approve Case No. 97.01SUP, Item: Special Use Permit Application from Lemaster Enterprises, with the condition that they control the dust on the access road from Garner Lake to the racetrack site, and this permit is for a three year period. Commissioner Oedekoven seconded the motion. The Board was polled:

A Public Hearing was held at 10:30AM for the purpose of hearing a rezoning request for Richard and Rebecca Ralston for lot 28, Wind Dancer II Subdivision from R-S, Residential Suburban, to R-R, Rural Residential.
Commissioner Oedekoven motioned to deny the approval of Case No. 97.02Z, Item: Rezoning request for lot 28, Wind Dancer II from R-S, Residential Suburban to R-R, Rural Residential. Commissioner Evans seconded the motion. The Board was polled:
All Voted - AyeCarried.
The Commissioners adjourned for lunch at 11:50AM and reconvened at 1:30PM
Commissioner Oedekoven motioned to change page 16 #3 of the Gillette-Campbell County Airport Rules and Regulations as follows:
Strike the word General from General Aircraft Mechanics, and change the hours per month to: they will be charged $100 per month up to $600 per year, and that they must inform the Airport Manager upon arriving.

The Commissioners adjourned into an executive session at 3:15PM for ongoing litigation and reconvened into regular session at 3:30PM.
There being no further business to come before the Board of Commissioners the meeting was adjourned at 3:30PM. The next regular meeting of the Board of Commissioners will be held Tuesday, April 1, 1997 at 9:00AM in the Commissioners Chambers of the courthouse.
