The Campbell County Board of Commissioners met in regular session Tuesday, April 2, 1996. Chairman Shippy called the meeting to order at 9:00AM and led the Pledge of Allegiance.
Present were David A. Shippy, Les Desavedo, Janet K. Evans, Commissioners; Susan F. Saunders, County Clerk; and Bryn N. Stewart, Director of Administrative Services.
The following consent agenda was presented:
Minutes - Campbell County Commissioners’ Meeting, March 19, 1996.
Line Item Transfers:
Airport - Transfer $300 from 751.6772, ILS Maintenance, to 751.6052, Postage and Freight.
County Attorney - Transfer $7,000 from 061.6022, Salaries and Wages, to 061.6032, Part Time Temporary.
Cooperative Extension - Transfer $50 from 103.6283, Meals and Lodging, to 103.6517.3, Conference Seminar Workshop.
Library - Correction on transfer. Transfer $1,500 from 711.6145, Consultants, to 711.6024/100000, Salaries Part Time Regular Administration; transfer $175 from 711.6364, Employment Search, to 713.6024/140000, Salaries Part Time Regular Circulation; transfer $200 from 711.6283, Meals and Lodging, to 713.6032/150000, Part Time Temporary Maintenance.

Commissioner Evans read and motioned to approve the Proclamation, proclaiming April 1996 as “Child Abuse Prevention Month”. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo read and motioned to approve the Proclamation, proclaiming the week of April 1 through April 7, 1996 as “Public Health Week”. Commissioner Evans seconded the motion. The Board was polled:

Chairman Shippy read and motioned to approve the Proclamation, proclaiming May 2, 1996 as “ National Day of Prayer” in Campbell County. Commissioner Evans seconded the motion. The Board was polled:

County Attorney, Michael Maycock, joined the meeting at 9:40AM.
A Public Hearing was held at 10:00AM for the review of proposed amendments to the Campbell County Zoning Regulations. The proposal is to amend Section 3, Definitions, Sections 5, 5A, 5AA, 6, 7, 8, 9, 10, 11, 12, 12A, Use Regulation, and Section 25, Board of Adjustment Vote.
Commissioner Evans motioned to approve the proposed zoning amendments at recommended. Chairman Shippy seconded the motion. The Board was polled:

A Public Hearing was held at 10:15AM on an application to vacate a portion of the unimproved Gold Road that lies between lot 4, Means Subdivision and lot 1, block 3 of Means 1st Extension, and that portion of Gold Road that fronts lot 1, of the Carter Subdivision..
Chairman Shippy motioned to approve Case No. 96.01VAC, Item: Street Vacation Request - A portion of undeveloped Gold Road located in the Carter Subdivision. Commissioner Evans seconded the motion. After discussion Chairman Shippy tabled the motion to a later meeting.
A Public Hearing was held at 10:45AM on a Business Development Technical Assistance Grant proposal under the 1995 Community Development Block Grant Program.
Commissioner Evans motioned to support the Grant Application for a Business Economic Development Technical Assistance Grant under the Community Development Block Grant Program in the amount of $7,500 for Prairie Herb, Inc. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to grant $300 from Commissioners Contingency to sponsor a team of County Employees to participate in the Literacy Volunteers of Campbell County’s First Annual Adult Spelling Bee Contest. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve up to $2,500 from Commissioners Capital Contingency for a new replacement ice machine for Bell Nob. Commissioner Evans seconded the motion. The Board was polled:
All Voted - AyeCarried.
Commissioner Desavedo motioned to approve up to $3,600 for Powder Basin Motocross, Inc., for improvements. The motion died for a lack of a second.
Chairman Shippy motioned to approve up to $2,200 for Powder Basin Motocross, Inc., for improvements, priority for the watering system and then the safety fence. Commissioner Evans seconded the motion. The Board was polled:

The Commissioners adjourned for lunch at 11:45AM and reconvened at 1:30PM.
