The Campbell County Board of Commissioners met in regular session Tuesday, April 14, 1997. Chairman Desavedo called the meeting to order at 9:00 AM and led the Pledge of Allegiance.


Present were Jan Evans, Fred L. Oedekoven, Les Desavedo, Commissioners; Susan F. Saunders, County Clerk; Maxine Lieber, Deputy County Clerk; Carol Seeger, Deputy County Attorney; and Bryn N. Stewart, Director of Administrative Services.

Commissioner Evans motioned to approve the consent agenda as presented. Commissioner Oedekoven seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the Proclamation proclaiming May 1, 1997 as “National Prayer Day.” Commissioner Oedekoven seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


Commissioner Evans motioned to approve the full release of retainage funds held in Escrow Account to Shober Builders for the Gillette Campus Remodel Project. Commissioner Oedekoven seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


Commissioner Oedekoven motioned to grant the City of Gillette an Electrical Easement through Lot 14, Block 14 of the Third Addition to the City of Gillette. Commissioner Evans seconded the motion. The Board was polled:

All Voted - AyeCarried.


Commissioner Evans motioned to approve a Quit Claim Deed to High Country Estates Improvement and Service District dedicating 9 acres of park land. Commissioner Oedekoven seconded the motion. The Board was polled:

All Voted - AyeCarried.


Commissioner Oedekoven motioned to approve the Personnel Committee Job Grade Reviews for Rockpile/Ice Arena Manager, Irrigation Technician, Network Support Analyst I and Network Support Analyst II. Commissioner Evans seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


Commissioner Oedekoven motioned to approve the Proclamation proclaiming May 10, 1997 as “The National Association of Letter Carriers Food Drive Day.” Commissioner Evans seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


Commissioner Evans motioned to approve an additional $335 from Commissioners Capital Contingency to purchase a typewriter for the Public Health Department. Commissioner Oedekoven seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


A Public Hearing was held at 10:00 AM for the purpose of hearing a rezoning request for Carter Subdivision. The petition is to rezone the entire Carter Subdivision from R-S Residential Suburban, to R-R Rural Residential.


Commissioner Evans motioned to approve Case 97.03Z, Item: Rezoning Request for Carter Subdivision from R-S Residential Suburban to R-R Rural Residential as presented and recommended by the Planning Commission. Commissioner Oedekoven seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


Commissioner Evans motioned to approve up to $1,235 from Commissioners Capital Contingency to reinstall fire extinguishers and the alarm system in the parking garage. Commissioner Oedekoven seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


A Public Hearing was held at 10:30 AM. The purpose of this hearing was to solicit citizens’ views, comments and recommendations regarding Children’s Developmental Services of Campbell County’s application to the Farm Loan Board in the amount of $500,000.


Commissioner Evans motioned to approve the grant application from the Children’s Developmental Services of Campbell County to the Farm Loan Board. Commissioner Oedekoven seconded the motion. The Board was polled:

Commissioner Oedekoven motioned to approve the Resolution lifting the ban of fire works in Campbell County from midnight June 1, 1997 to midnight July 9, 1997 contingent upon the Fire Marshall’s approval. Commissioner Evans seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


Commissioner Evans motioned to approve the Proclamation proclaiming April 13 through April 19, 1997 as “The Week of the Young Child.” Commissioner Oedekoven seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


The Commissioners adjourned into Executive Session at 11:30 AM for pending litigation and reconvened at 11:40 AM.


Commissioner Oedekoven motioned to approve the final plat and disclosure for Nettle Creek Estates Subdivision. Commissioner Evans seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


Commissioner Oedekoven motioned to amend his previous motion on Nettle Creek Estates Subdivision to include the Case #97.02COSP as presented. Commissioner Evans seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


There being no further business to come before the Board of Commissioners, the meeting was adjourned at 11:50 AM. The next regular meeting of the Board of Commissioners will be held Tuesday, May 6, 1997 at 9:00 AM in the Commissioners Chambers of the courthouse.
