The Campbell County Board of Commissioners met in regular session Tuesday, April 16, 1996. Chairman Shippy called the meeting to order at 9:00AM and led the Pledge of Allegiance.


Present were David A. Shippy, Les Desavedo, Janet K. Evans, Commissioners; Susan F. Saunders, County Clerk; Michael Maycock, County Attorney; and Bryn N. Stewart, Director of Administrative Services.

Commissioner Desavedo motioned to approve the consent agenda as presented. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to execute the Wyoming Interagency Cooperative Fire Protection Agreement as presented. Commissioner Desavedo seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.

 

Chairman Shippy motioned to approve the Campbell County Board of Commissioners Fireworks Resolution, lifting the ban on sale and use of fireworks from and after 12:00 midnight, June 1, 1996, to and until 12:00 midnight, July 9, 1996. Commissioner Evans seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.

 

Commissioner Desavedo motioned to approve the Proclamation of “National Association of Letter Carriers Food Drive Day” for May 11, 1996. Chairman Shippy seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the Agreement for Right-Of-Way Dedication of Southern Drive, between Thomas W. & Carole E. Hanson, and Campbell County. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the free dumping of cleanup trash in the Gillette area for the period of May 4 through May 12, 1996, for City Cleanup Week. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve $13,500 from Commissioners Contingency for additional funding for the Bell Nob Pro Shop Merchandise Inventory. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the low bid of $73,875.91 from Cundy Asphalt Paving for the Gillette Campus Parking Lot Reconstruction. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the line item transfer request from the Public Library as follows: Transfer $1,000 from 711.6041, Payroll Tax Expenditures, to 713.6026, Sunday Hours. Commissioner Evans seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.

 

Chairman Shippy motioned to approve the line item transfer request from the Juvenile Probation Department as follows: Transfer $216 from 451.6022, Salaries and Wages, to 451.6321, Other Contractual Services. Commissioner Evans seconded the motion. The Board was polled:

Chairman Shippy motioned to appoint Corbin Moberg and Jeff Rech, to the Campbell County Local Emergency Planning Committee. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the line item transfer request from the County Assessor’s Department as follows: Transfer $1200 from 041.6751, Vehicle Parts , and $500 from 041.6283, Meals and Lodging, to 041.6234, Office Equipment Maintenance Contract. Commissioner Desavedo seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.

 

Commissioner Evans motioned to approve the Hay Agreement with James B. and Tressa H. Meserve, and Campbell County. Commissioner Desavedo seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.

 

Commissioner Desavedo motioned to approve the Resolution for a Federal Mineral Royalty Capital Construction Account Grant Application to the Farm Loan Board on Behalf of the Governing Body for Campbell County for the Purpose of Constructing an Expansion at the Campbell County Bale Station, and the Cost of a Built-In Conveyor System. Chairman Shippy seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.

 

Chairman Shippy motioned to approve a letter of support for the Campbell County Joint Powers Fire Board Grant Application, for Mineral Royalty Grant funds. Commissioner Evans seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.

 

Commissioner Desavedo motioned to approve the Resolution of a Federal Mineral Royalty Capital Construction Account Grant Application, to the Farm Loan Board on Behalf of the Governing Body for Campbell County for the purpose of Preparation of Design Plans and Construction Specifications for Children’s Developmental Services of Campbell County Building, and Commissioner Desavedo further motioned to reserve the land for the building. Chairman Shippy seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.

 

Commissioner Desavedo motioned to approve $3,500 from Commissioners Contingency for the Wyoming Senior Olympics. Commissioner Evans seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.

 

Commissioner Desavedo motioned to direct the County Attorney to prepare the agreement to accept the Counter Proposal on the Extension of the Sanitary Landfill, Caballo Coal Company’s Rawhide Scoria Pit, with the deletion of 1b from the agreement. Commissioner Desavedo further motioned that the purchase price for this transaction will come from Commissioners Capital Contingency. Commissioner Evans seconded the motion. The Board was polled:

The Commissioners adjourned for lunch at 11:45AM and reconvened at 1:30PM.

 

Commissioner Evans motioned to approve the letter in support and sponsorship of the application that is being submitted to the Wyoming Department of Health by the Campbell County PATCH Coalition. Chairman Shippy seconded the motion. The Board was polled:

Chairman Shippy motioned for the County Attorney to prepare a Resolution Vacating Reno County Road. Commissioner Desavedo seconded the motion. The Board was polled:

All Voted - AyeCarried.

 

Commissioner Evans motioned to approve the line item transfer for the Public Library as follows: Transfer $80 from 713.6023, Overtime, and $10 from 713.6039, Compensation Adjustment, and $145 from 714.6039, Compensation Adjustment, to 713.6026, Sunday Hours. Chairman Shippy seconded the motion. The Board was polled:

All Voted - AyeCarried.

 

Commissioner Evans motioned to approve the job grade review changes, as recommended by the Personnel Committee. Commissioner Desavedo seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.

 

Commissioner Desavedo motioned to approve a letter of support for the Cave Gulch/Bullfrog/Waltman Natural Gas Development project. Chairman Shippy seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.

 

At 2:30PM the Commissioners adjourned into an executive session to discuss pending litigation, and personnel, and reconvened into regular session at 4:30PM.

 

Commissioner Desavedo motioned to fund one half of the fees for the WAM Convention Golf Tournament to be held in Gillette, Wyoming. Chairman Shippy seconded the motion. The Board was polled:

All Voted - AyeCarried.

 

There being no further business to come before the Board of Commissioners the meeting was adjourned at 4:45PM.
