The Campbell County Board of Commissioners met in regular session Tuesday July 18, 1996. Chairman Shippy called the meeting to order at 9:00AM and led the Pledge of Allegiance.


Present were David A. Shippy, Les Desavedo, Jan Evans, Commissioners; Susan F. Saunders, County Clerk; Michael Maycock, County Attorney; and Bryn N. Stewart, Director of Administrative Services.


The following consent agenda was presented:

Commissioner Evans motioned to approve the consent agenda as presented. Commissioner Desavedo seconded the motion. The board was polled:

Commissioner Desavedo motioned to approve the low bid in the amount of $125,556.05 from Gladson Construction for the Baling Station Expansion. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the low bid in the amount of $536,380.05 from DRM, Inc. for the Drainage Improvements Fire Station #1 to Stonepile Creek project. Chairman Shippy seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the low bid in the amount of $2,742,971.75 from Cundy Asphalt Paving for the Southern Drive Beltway - Phase II project. Commissioner Desavedo seconded the motion. The Board was polled:

At 9:25AM the Commissioners adjourned into the Board of Equalization.

 

Board of Equalization

Chairman Shippy motioned to approve the findings of the County Assessor on Docket No. 96-3, Donald L. & Marie D. Fisher. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Desavedo motioned to approve the findings of the County Assessor on Docket No. 96-4, Rick and Anne Ochs. Chairman Shippy seconded the motion. The Board was polled:

At 9:45 the Board of Equalization adjourned into the regular meeting.

 

Commissioner Desavedo motioned to approve the Renewal of the Facility Use Agreement between Campbell County and the Sixth Judicial District Child Support Authority. Chairman Shippy seconded the motion. The Board was polled:

A Public Hearing was to be held at 10:00AM to review a rezoning request for Paul Eby, but was postponed until August 6, 1996 at 10:00AM. The request is to zone Tracts 2a, 2b, and the west 501.91 feet of tract 2c, Lomas Pintadas Subdivision as Mobile Home District.

 

Commissioner Evans motioned to approve Case No. 96.07COSP, Item: Minor Plat - Cripple Creek Subdivision, with the planning considerations being met and with the approval of the waiver of the bond and sign for the disclosure statement. Commissioner Desavedo seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the Affidavit of Correction from Richard T. Doyle on the plat titled “Rafter D” as filed in Plat Book 6, Page 3 by the County Clerk of Campbell County, Wyoming. Commissioner Desavedo seconded the motion. The Board was polled:

A Public Hearing was held at 10:30AM on the 1996 Community Development Block Grant Program (CDBG), available from the Wyoming Division of Economic and Community Development. The purpose of the hearing is to solicit citizens views, comments and recommendations regarding the Community Development Block Grant (CDGB) Program.

 

Chairman Shippy motioned to approve the Community Development Block Grant application from the Northern Wyoming Community College District - Gillette Campus, in the amount of $200,000. Commissioner Desavedo seconded the motion. After discussion Chairman Shippy amended his motion to add: That if the N.W.C.C.D.- Gillette Campus finds that they do not meet the qualifications necessary for the grant, that the Board will approve the Community Development Block Grant application from the Children’s Developmental Services of Campbell County, in the amount of $250,000. Commissioner Evans seconded the amendment. The Board was polled:

Chairman Shippy read the following amendments to the proposed budget that was published in the Gillette News Record on July 8, 1996:

Commissioner Desavedo motioned to approve the County Budget for Fiscal Year 1996-1997, with the above amendments. Chairman Shippy seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the Appropriation Resolution for Fiscal Year 1996-1997, Campbell County, Wyoming. Chairman Shippy seconded the motion. The Board was polled:

            WHEREAS, on the 30th day of June 1996, the County Budget Officer, the budget-making authority, prepared and submitted to the Campbell County Board of Commissioners, a county budget for the 1996-1997 fiscal year ending June 30, 1997; and,

 

            WHEREAS, the Board of Commissioners duly reviewed all budgets as presented to them and made decisions on those budgets on a per line basis as a whole; and,

 

            WHEREAS, such budget was duly entered at large upon the records of this Board and a copy thereof was made available for public inspection at the Office of the Campbell County Clerk; and,

 

            WHEREAS, notice of public hearing on such budget, together with the summary of said budget, was published in the GILLETTE NEWS-RECORD, a legal newspaper published and of general circulation in the County, on the 8th day of July, 1996; and,

 

            WHEREAS, following such public hearing certain alternatives and revisions were made in such proposed budget, all of which fully appears in the minutes of this Board.

 

            NOW, THEREFORE, BE IT RESOLVED that the proposed budget for Campbell County is approved, as amended, during the public hearing on the budget held on Monday, July 15, 1996, with appropriations and narrative as attached.

RESOLUTION TO PROVIDE INCOME NECESSARY TO FINANCE

CAMPBELL COUNTY BUDGET FOR FISCAL YEAR 1996/1997


 

 


 

 

 

            WHEREAS, on the 16th of July 1996, this Board adopted a County budget for the 1996-97 fiscal year ending June 30, 1997, for the following appropriations:

            And WHEREAS, after deducting all other cash and estimated revenue, it is necessary that the following amount be raised by general taxation, and in order to raise such sums of money to provide for the County budgets, on a per line item basis and as a whole, it is necessary that levies be made for the 1996-1997 fiscal year ending June 30, 1997, as shown opposite each fund:

A Public Hearing was held at 11:30AM on the 1996 Local Law Enforcement Block Grants Program. The purpose of this hearing is to solicit citizens views, comments and recommendations regarding the Local Law Enforcement Block Grant.

 

Commissioner Desavedo motioned to approve supporting the Sheriff’s Department in their application for the Local Law Enforcement Block Grant. Commissioner Evans seconded the motion. The Board was polled:

Chairman Shippy motioned to approve the Cooperative Agreement between Campbell County, Clerk of the District Court of Campbell County and the State of Wyoming Department of Family Services Child Support Enforcement Section, with the deletion of the following sentence: The County shall be responsible for funds incorrectly distributed due to failure to use the information provided by the Posse system and/or ignoring warnings provided by the Posse system. Commissioner Evans seconded the motion. The Board was polled:

At 2:45PM the Commissioners recessed into a workshop, and reconvened into regular session at 5:05PM

 

There being no further business to come before the Board of Commissioners, the meeting was adjourned at 5:15PM. The next regular meeting of the Board of Commissioners will be held on Tuesday August, 6, 1996 at 9:00AM in the Commissioners Chambers of the courthouse.
