The Campbell County Board of Commissioners met in regular session Tuesday, July 22, 1997. Chairman Desavedo called the meeting to order at 9:00 AM and led the Pledge of Allegiance.


Present were Jan Evans, Fred L. Oedekoven, Les Desavedo, Commissioners; Susan F. Saunders, County Clerk; Michael A. Maycock, County Attorney, and Bryn N. Stewart, Director of Administrative Services.

Commissioner Oedekoven motioned to approve the consent agenda as presented with the following amendment to the Minutes of July 1, 1997:

            Commissioner Oedekoven seconded Commissioner Evans motion to dismiss Board of Equalization Docket Nos. 97-01, 97-03, and 97-04. The Board was polled, and All Voted - Aye. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans motioned to correct the following minutes:

            February 18, 1997 minutes indicate that Doug Mitchell was appointed to serve as President of the Rawhide/Horizon Improvement and Service District. A review of the tape of the minutes indicate that Chairman Desavedo motioned to appoint Doug Miller.

            May 20, 1997, minutes indicate the Commissioners Evans motioned to approve the Release for Rawhide Subdivision. The correct name for the Subdivision is the “Rawhide Village Subdivision.”

Commissioner Oedekoven seconded the motion. The Board was polled:

Chairman Desavedo directed that the minutes reflect that the Amendments for Fiscal Year 1997-98 were read into the minutes.


Commissioner Oedekoven motioned to approve the County Budget for Fiscal Year 1997-1998, with the following amendments, and to approve the Appropriation Resolution, and the Resolution to Provide Income Necessary to Finance Campbell County Budget for Fiscal Year 1997-1998.


AMENDMENTS TO FY 1997-98 BUDGET

1.         Add $384 to Library Cash on hand.

            Add $384 to Library Line item 711.7088, Grants.

2.         Add $11,179 to Airport Line Item 750.5272, Car Rental Agencies.

3.         Transfer $139,506 from 1% Optional Sales Tax Line Item 020.7269, Road Management,   to Commissioners Capital Line Item 800.7271.12, Building Repairs & Maintenance.

4.         Add $970 to Parks & Recreation Line Item 7701.6518, Other Contractual Services.

5.         Reduce Line Item 013.6346, Cam-Plex Operations, by $9,250

6.         Add $250 to Line Item 018.6369, Campbell County Children’s Center.

7.         Add $1,000 to Fire Department Line Item 7916.6517.2, Haz Mat Class Instructor Travel.

8.         Transfer $550,000 from Public Works Capital Construction, 083.7277.33, Airport, to        Commissioners Capital Outlay, 800.7168, Other Buildings.

9.         Reduce Line Item Public Works Capital Construction, 083.7271.06, Courthouse, by           $20,000.

10.       Reduce Line Item Public Works Capital Construction, 083.7277.33, Airport, by $79,000.

APPROPRIATION RESOLUTION

FISCAL YEAR 1997-1998

CAMPBELL COUNTY, WYOMING


 

 


 


            WHEREAS, on the 30th day of June 1997, the County Budget Officer, the budget-making authority, prepared and submitted to the Campbell County Board of Commissioners, a county budget for the 1997-1998 fiscal year ending June 30, 1998; and,


            WHEREAS, the Board of Commissioners duly reviewed all budgets as presented to them and made decisions on those budgets on a per line basis as a whole; and,


            WHEREAS, such budget was duly entered at large upon the records of this Board and a copy thereof was made available for public inspection at the Office of the Campbell County Clerk; and,


            WHEREAS, notice of public hearing on such budget, together with the summary of said budget, was published in the GILLETTE NEWS-RECORD, a legal newspaper published and of general circulation in the County, on the 9th day of July 1997; and,


            WHEREAS, following such public hearing certain alternatives and revisions were made in such proposed budget, all of which fully appears in the minutes of this Board.


            NOW, THEREFORE, BE IT RESOLVED that the proposed budget for Campbell County is approved, as amended, during the public hearing on the budget held on Monday, July 21, 1997, with appropriations and narrative as attached.

RESOLUTION TO PROVIDE INCOME NECESSARY TO FINANCE

CAMPBELL COUNTY BUDGET FOR FISCAL YEAR 1997/1998


 

 


 



            WHEREAS, on the 22nd of July 1997, this Board adopted a County budget for the 1997-98 fiscal year ending June 30, 1998, for the following appropriations:

                        County General Fund                                             $29,176,797

                        County Health Department                                         $931,113

                        County Airport Board                                                $637,861

                        County Fair Board                                                    $206,968

                        County Library Board                                              $1,465,142

                        County Museum Board                                             $427,946

                        County Parks & Recreation Board                          $2,752,000

                        County Weed & Pest Board                                      $536,330

                        Joint Powers Fire Board                                          $1,661,584


            And WHEREAS, after deducting all other cash and estimated revenue, it is necessary that the following amount be raised by general taxation, and in order to raise such sums of money to provide for the County budgets, on a per line item basis and as a whole, it is necessary that levies be made for the 1997-1998 fiscal year ending June 30, 1998, as shown opposite each fund:

Commissioner Evans motioned to approve the Disclosure Statement for lots 3 and 4 of the Bicentennial Park Subdivision. Commissioner Oedekoven seconded the motion. The Board was polled:

A Public Hearing was held at 10:30 AM for the purpose of hearing a zoning request for Bowar Parks proposed Subdivision which will be located in the E1/2 of the NW1/4 of the SW1/4 of Section 1, T49N, R73W, 6th PM, Campbell County, Wyoming. The petition is to zone a newly established subdivision as R-R, Rural Residential.


Commissioner Evans motioned to approve Case NO: 97.06Z, Item: Zoning request for Bowar Parks Subdivision to R-R, Rural Residential. Commissioner Oedekoven seconded the motion. The Board was polled:

All Voted - AyeCarried.


Commissioner Evans motioned to approve the Resubdivision Plat for lots 3 and 4, Bicentennial Subdivision. Commissioner Oedekoven seconded the motion. The Board was polled:

All Voted - AyeCarried.


Commissioner Evans motioned to approve the amended budget for the Council of Community Service on the portion of the Community Service Block Grant for Fiscal Year 1996 for the transfer of $5,366 from Pre-Natal Care of High Risk Mothers to Emergency Assistance. Commissioner Oedekoven seconded the motion. The Board was polled:

Commissioner Evans motioned to approve the Renewal Certificate of Stop Loss Insurance for 1997-1998. Commissioner Oedekoven seconded the motion. The Board was polled:
