The Campbell County Board of Commissioners met in regular session Tuesday, March 21, 2000. Chairman Evans called the meeting to order at 9:00 AM, Pastor Marilyn Engstrom led in prayer and Chairman Evans led the Pledge of Allegiance.


Present were Janet K. Evans, Fred L. Oedekoven, Alan Weakly, Commissioners; Susan F. Saunders, County Clerk; Mike Fuller, County Attorney, and Bryn N. Stewart, Director of Administrative Services.

Commissioner Oedekoven motioned to approve the consent agenda as presented. Commissioner Weakly seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


The Commissioners adjourned into an executive session for personnel at 9:05 AM, and reconvened into regular session at 9:50 AM.


Commissioner Weakly motioned to approve the donation of a strip of land to the Providence Subdivision with the stipulation that they landscape it appropriately including dirt work, shaping, trees, shrubs, make it a green belt and directed Mike McDill, Mike Fuller and Frank Latta to work out the details of the covenants that are being placed on the property. Commissioner Oedekoven seconded the motion.


Commissioner Weakly motioned to amend his motion in two respects, one that the City of Gillette’s guidelines for City Parks are followed and further that the County retains the mineral rights, if any, that this is just a surface transfer. Commissioner Oedekoven seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


The Board was polled on the original motion for the land transfer.

            All Voted - Aye                                                                      Carried.


A Public Hearing was held at 10:00 AM to review a request from Ron Wood and Burr Reding to rezone all of the proposed Reding Wood Subdivision at the west end of Arapahoe Street from A-L, Agricultural to zoning the more correctly matches the current and planned uses. Requested zonings are C-1, General Commercial and M-H, Mobile Home District.


Commissioner Oedekoven motioned to approve Case 00.04COZ, to rezone Lot 1 in the proposed Reding Wood Subdivision from A-L Agricultural, to C-1, General Commercial, and Lots 2 and 3 in the proposed Reding Wood Subdivision from A-L, Agricultural, to M-H, Mobile Home District, conditioned upon filing of the final plat. Commissioner Weakly seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


Commissioner Weakly motioned to approve the Final Plat, Disclosure Statement, and Advance Agreements for Improvement and Service District for Case 00.01COSP Reding Wood Subdivision. Commissioner Oedekoven seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


The Commissioners adjourned into an executive session for possible litigation at 10:30 AM and reconvened into regular session at 11:05 AM.


The Commissioners adjourned into an executive session for personnel at 11:10 AM and reconvened into regular session at 12:10 PM.


County Attorney, Mike Fuller excused himself from the meeting.


Commissioner Oedekoven motioned to accept the proposal from Western Water Conditioning to provide a metered water softener for the County Courthouse, in the amount of $4,218. Commissioner Weakly seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


Commissioner Oedekoven motioned to approve the Resolution proclaiming April 3, 2000, as Public Health Week in Campbell County. Commissioner Weakly seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


Commissioner Oedekoven motioned to approve spending $1,100 from Commissioners Capital Contingency for network licenses at Public Health. Commissioner Weakly seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


Commissioner Weakly motioned to approve the bid from Van Ewing Construction, Inc. in the amount of $84,466 for the Extension Office Remodel project at the old Childrens Center Building. Commissioner Oedekoven seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


Commissioner Oedekoven motioned to approve changing the Commissioners meeting from July 4, 2000 to July 5, 2000. Commissioner Weakly seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.


There being no further business to come before the Board of Commissioners the meeting was adjourned at 12:40 PM. The next regular meeting will be held April 4, 2000 at 9:00 AM in the Commissioners Chambers in the courthouse.
