The Campbell County Board of Commissioners met in regular session Tuesday July 18, 2000. Chairman Evans called the meeting to order at 9:00 AM. Pastor Gordon Harper led in prayer and Chairman Evans led the Pledge of Allegiance.


Present were Janet K. Evans, Fred L. Oedekoven, Alan Weakly, Commissioners; Susan F. Saunders, County Clerk; Mike Fuller, County Attorney, and Bryn N. Stewart, Director of Administrative Services.

Commissioner Oedekoven motioned to approve the consent agenda as presented. Commissioner Weakly seconded the motion. The Board was polled:

Commissioner Oedekoven motioned to approve the job grade reviews as recommended by the Personnel Committee. Commissioner Weakly seconded the motion.


Commissioner Oedekoven withdrew his motion on approval of job grade reviews and Commissioner Weakly withdrew his second.


Commissioner Oedekoven motioned to approve the Juvenile Justice Detention Prevention Grant Agreement between the Wyoming County Commissioners Association and Campbell County. Commissioner Weakly seconded the motion. The Board was polled:

Commissioner Oedekoven motioned to approve the Resolution on the Employee Health Benefit Trust providing for the signature of Tim Crilly on the employee health benefits claim account. Commissioner Weakly seconded the motion. The Board was polled:

Commissioner Oedekoven motioned to approve the By-Laws for the Campbell County CARE Board as presented. Commissioner Weakly seconded the motion. The Board was polled:

APPROPRIATION RESOLUTION

FISCAL YEAR 2000-2001

CAMPBELL COUNTY, WYOMING


 

 


 

 

            WHEREAS, on the 30th day of June 2000, the County Budget Officer, the budget-making authority, prepared and submitted to the Campbell County Board of Commissioners, a county budget for the 2000-2001 fiscal year ending June 30, 2001; and,

 

            WHEREAS, the Board of Commissioners duly reviewed all budgets as presented to them and made decisions on those budgets on a per line basis as a whole; and,

 

            WHEREAS, such budget was duly entered at large upon the records of this Board and a copy thereof was made available for public inspection at the Office of the Campbell County Clerk; and,

 

            WHEREAS, notice of public hearing on such budget, together with the summary of said budget, was published in the NEWS RECORD, a legal newspaper published and of general circulation in the County, on the 9th day of July, 2000; and,

 

            WHEREAS, following such public hearing certain alternatives and revisions were made in such proposed budget, all of which fully appears in the minutes of this Board.

 

            NOW, THEREFORE, BE IT RESOLVED that the proposed budget for Campbell County is approved, as amended, during the public hearing on the budget held on Monday, July 17, 2000, with appropriations and narrative as attached.

A Public Hearing was held at 10:15 AM for the purpose of hearing a request to zone the proposed North Hannum Estates Subdivision as R-R, Rural Residential.

 

Commissioner Oedekoven motioned to approve Case 00.16COZ to zone North Hannum Estates R-R, Rural Residential, upon filing of the subdivision plat. Commissioner Weakly seconded the motion. The Board was polled:

            All Voted - Aye                                                                               Carried.

 

Commissioner Oedekoven motioned to approve the Resolution to Provide Income Necessary to Finance Campbell County Budget for Fiscal Year 2000-2001.

 


 

 


 

 

RESOLUTION TO PROVIDE INCOME NECESSARY TO FINANCE

CAMPBELL COUNTY BUDGET FOR FISCAL YEAR 2000/2001


 

 


 

 

 

            WHEREAS, on the 18th of July 2000, this Board adopted a County budget for the 2000-01 fiscal year ending June 30, 2001, for the following appropriations:

                        County Fair Board                                                  $215,503

            And WHEREAS, after deducting all other cash and estimated revenue, it is necessary that the following amount be raised by general taxation, and in order to raise such sums of money to provide for the County budgets, on a per line item basis and as a whole, it is necessary that levies be made for the 2000-2001 fiscal year ending June 30, 2001, as shown opposite each fund:

BOARD OF COUNTY COMMISSIONERS

Commissioner Oedekoven motioned to increase the tip fee at the County Landfill on commercial and industrial from $40.00 to $45.00 per ton, effective August 1, 2000. Commissioner Weakly seconded the motion. The Board was polled:

            All Voted - Aye                                                                     Carried.

 

Commissioner Weakly motioned to guarantee up to $20,000 for the construction of a garage on GARF’s newly acquired property for the next fiscal year. Commissioner Oedekoven seconded the motion. The Board was polled:

            All Voted - Aye                                                                     Carried.

 

Commissioner Weakly motioned to appoint the following individuals to the Sunburst Improvement and Service District Board:

Commissioner Oedekoven motioned to approve the job grade reviews as recommended by the Personnel Committee. Commissioner Weakly seconded the motion. The Board was polled:

Commissioner Oedekoven motioned to amend the motion relating to the proposed Spring Hills Ranch Subdivision adopted at the June 6, 2000 meeting by approving Case No. 00.10COZ, to rezone the smaller acreage as requested to be effective immediately without the filing of the subdivision plat. Commissioner Weakly seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.

 

Commissioner Oedekoven motioned to approve the Agreement for Services between the HIV/AIDS Prevention Program of the Wyoming Department of Health and Campbell County Public Health. Commissioner Weakly seconded the motion. The Board was polled:

            All Voted - Aye                                                                      Carried.

 

There being no further business to come before the Board of Commissioners the meeting was adjourned at 12:10 PM. The next regular meeting will be held August 1, 2000 at 9:00 AM in the Commissioners Chambers in the courthouse.
