The Campbell County Board of Commissioners met in regular session Tuesday, March 5, 2002. Chairman Mader called the meeting to order at 9:00 A.M.. Pastor Marty Crump led in prayer and Chairman Mader led the Pledge of Allegiance.
Present were Fred L. Oedekoven, Christopher Knapp, Alan Weakly, Craig G. Mader, Commissioners; Susan F. Saunders, County Clerk; Mike D. Fuller, County Attorney, and Clint Beaver, Director of Administrative Services. Janet K. Evans, Commissioner was absent from the meeting.

Commissioner Weakly moved to approve the Agreement and the Right of Way Agreement with Pennaco Energy as drafted. Commissioner Knapp seconded the motion. The Board was polled:

Commissioner Weakly moved to instruct the County Engineer to oversee the complete cleaning of the pond to its original shape and size of the surface area and to make sure to put the appropriate bentonite liner in and for there to be inspection of the installation of the bentonite liner and for the cost not to exceed $12,000. Commissioner Knapp seconded the motion. The Board was polled:

Commissioner Knapp moved to approve the Letter of Support for the Advocacy for Visual Arts. Commissioner Oedekoven seconded the motion. The Board was polled:

Commissioner Weakly moved to approve the Resolution for Special Prosecution, appointing Joe Baron to serve as an attorney under the direction of the County Attorneys Office. Commissioner Oedekoven seconded the motion. The Board was polled:

Commissioner Weakly moved to reappoint Paul Erbes and Denise Fuller to the Campbell County Community Corrections Board. Commissioner Knapp seconded the motion. The Board was polled:

Commissioner Weakly moved to accept and approve the Base Bid submitted by Van Ewing Construction in the amount of $140,239 and to instruct Van Ewing to install the steel roof, color selected by the Library, for an additional amount of $7,312.50 for the Library Maintenance Building. Commissioner Knapp seconded the motion. The Board was polled:

Commissioner Knapp moved to approve the transfer of surplus computer equipment to Laramie County. Commissioner Weakly seconded the motion. The Board was polled:

Commissioner Weakly moved to approve the Fourth Amendment to the Fire Department Joint Powers Board Agreement as drafted. Commissioner Knapp seconded the motion.
Commissioner Oedekoven moved to amend the Fire Department Joint Powers Board Agreement to add the language that the vehicle replacement account be the property of the Joint Powers Fire Board. Commissioner Weakly seconded the amendment. The Board was polled:

Commissioner Weakly moved to suspend the Liquor License of Bryan Pownall d.b.a. Bryan's Place pursuant to the February 11, 2002 notice from the Liquor Division in that Bryan Pownall is delinquent on sales tax and that the Division has ceased sales of alcoholic liquor to Bryan Pownall. Commissioner Knapp seconded the motion. The Board was polled:

Commissioner Oedekoven moved to adopt the Resolution Declaring Campbell County an Agribusiness Disaster Area. Commissioner Knapp seconded the motion. The Board was polled:

Commissioner Oedekoven moved to adopt the Resolution proclaiming March, 2002 as Red Cross Month. Commissioner Weakly seconded the motion. The Board was polled:

Commissioner Weakly moved to approve the expenditure of $10,900 from the Commissioners' Contingency Account to purchase land from the Caballo Coal Co., for the County Landfill. Commissioner Oedekoven seconded the motion. The Board was polled:
