The Campbell County Board of Commissioners met in regular session Tuesday, April 2, 2002. Chairman Mader called the meeting to order at 9:00 A.M.. Pastor Orvil Holden led in prayer and Chairman Mader led the Pledge of Allegiance.
Present were Janet K. Evans, Fred L. Oedekoven, Christopher Knapp, Alan Weakly, Craig G. Mader, Commissioners; Susan F. Saunders, County Clerk; Mike D. Fuller, County Attorney, and Clint Beaver, Director of Administrative Services.

Commissioner Oedekoven moved to execute the Quit Claim Deed to the Wyoming Department of Transportation for Skyline Drive to effectuate the 1983 Agreement to convey said road. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Oedekoven moved to approve the Grant Agreement with Wright Water and Sewer District and Campbell County in the amount of $16,500. Commissioner Knapp seconded the motion. The Board was polled:

Commissioner Weakly moved to approve the Proclamation declaring April 7-13, 2002 as the Week of the Young Child. Commissioner Knapp seconded the motion. The Board was polled:

Commissioner Evans moved to act as a local government sponsoring agency for federal grants under the Violence Against Women Act. Commissioner Weakly seconded the motion. The Board was polled:

Commissioner Oedekoven moved to approve the Right of Entry for 4-J Road Reconstruction Phase II Agreement between the City of Gillette and Campbell County. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Weakly moved to authorize payment of the Deegan claim from the Commissioners' Contingency account. Commissioner Knapp seconded the motion. The Board was polled:

Commissioner Oedekoven moved to approve the Revised Amendment to Fire Department Joint Powers Board Agreement. Commissioner Weakly seconded the motion. The Board was polled:

Commissioner Oedekoven moved to set the salaries for the County Clerk, County Treasurer, County Assessor, Clerk of District Court, and the County Sheriff at $60,000 per year; the salary for the County Attorney at $70,000 per year; and the salaries of County Commissioners at $30,000 per year, commencing January 1, 2003. Commissioner Knapp seconded the motion. The Board was polled:

Commissioner Knapp moved to set the salary for the County Coroner at $50,000 per year, commencing January 1, 2003. Commissioner Weakly seconded the motion. The Board was polled:

A Public Hearing was held at 11:00 AM for the purpose of revising the Election District and Precinct Boundaries of Campbell County.
Commissioner Weakly moved to adopt the Resolution Revising Election Districts and Precinct Boundaries as recommended by the County Clerk. Commissioner Knapp seconded the motion. The Board was polled:

The Commissioner recessed for lunch at 11:30 AM and reconvened at 1:30 PM.
Commissioner Evans moved to authorize the Project Impact Program to purchase EMWIN systems on a sole-source basis. Commissioner Oedekoven seconded the motion. The Board was polled:

Commissioner Oedekoven moved to not support the comments prepared by the Coal Bed Methane Coalition. Commissioner Knapp seconded the motion. The Board was polled:

Commissioner Evans moved to approve the Contract with Gillette Public Access Television to provide video services as presented. Commissioner Oedekoven seconded the motion. The Board was polled:
