The Campbell County Board of Commissioners met in regular session Tuesday, June 18, 2002. Chairman Mader called the meeting to order at 9:00 A.M. Pastor Paul Erb led in prayer and Chairman Mader led the Pledge of Allegiance.
Present were Janet K. Evans, Fred L. Oedekoven, Chris Knapp, Alan Weakly, Craig G. Mader, Commissioners; Maxine Lieber, Deputy County Clerk; Mike Fuller, County Attorney, and Clint Beaver, Director of Administrative Services.
A Public Hearing was held at 9:20 A.M. for the purpose to amend the FY 2001-2002 budget.
Commissioner Evans moved that the Board amend the FY 2001-2002 budget as follows:
Increase the Capital Facility Tax Fund:
Revenue by $900,000; and
New Gillette Campus Expenditure by $900,000.
Increase the SCFM Road Construction Fund Revenue by $500,000
Increase the SCFM Road Construction for Highlight Road Expenditure by $500,000
Increase the General Fund 1% Municipal Sales Tax Revenue by $900,000
Increase the General Fund Operating Transfers out:
by $500,000 for the Health Fund Cash Reserve; and
by $400,000 for the Gillette Campus Building Maintenance Reserve Fund
Increase the 1% Optional Sales Tax:
Revenue by $500,000; and
Operating Transfers Out by $500,000 for the Capital Replacement Reserve.
Commissioner Weakly seconded the motion. The Board was polled:

Commissioner Weakly moved that the Board approve the map of survey division submitted by Dale & Sharla Douglas. Commissioner Knapp seconded the motion. The Board was polled:

A Public Hearing was held at 10:00 A.M. for the purpose of hearing a petition for the Enlargement of Wright Water & Sewer District.
Commissioner Weakly moved that the Board approve the Grant Agreement with Antelope Valley Improvement and Service District for local pavement repairs. Commissioner Knapp seconded the motion. The Board was polled:

A Public Hearing was held at 10:30 A.M. for the purpose of hearing request for Sponsorship for a Community Development Block Grant.
Commissioner Weakly moved that the Board resolve to sponsor the Council of Community Services's application for a Community Development Block Grant to complete the Support and Training Center. Commissioner Knapp seconded the motion. The Board was polled:

Commissioner Evans moved that the Board approve the Joint Emergency Operating Plan for Campbell County as presented. Commissioner Oedekoven seconded the motion. The Board was polled:
All Voted - Aye Carried.
Commissioner Knapp moved that the Board approve the waiver of subdivision requirements requested by Ted Cosner, Cosner Corporation, for Little Thunder Acres III. Commissioner Evans seconded the motion. The Board was polled:
All Voted - Aye Carried.
Commissioner Evans moved that the Board grant permission to install electrical service to the leased premises. Commissioner Weakly seconded the motion. The Board was polled:
All Voted - Aye Carried.
Commissioner Evans moved that the Board appoint Fred Harvey to serve as a member of the Rockpile Museum Board. Commissioner Oedekoven seconded the motion. The Board was polled:
All Voted - Aye Carried.
The Commissioners recessed for lunch at 11:40 A.M. and reconvened into regular session at 1:15 P.M.
Commissioner Evans moved that the Board appoint Susan McKay to serve as a member of the Campbell County Economic Development Corporation Board. Commissioner Weakly seconded the motion. The Board was polled:
All Voted - Aye Carried.
Commissioner Oedekoven moved that the Board authorize payment for indigent burials from the Commissioner's Contingency Account for the remainder of FY 2001-2002. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Weakly moved that the Board approve a transfer of $9,900 from the County Health Nurse regular salaries line item to the Health Officer serum account. Commissioner Knapp seconded the motion. The Board was polled:

Commissioner Knapp moved that the Board appoint Tom Schrupp to service as a member of the Parks & Recreation Board. Commissioner weakly seconded the motion. The Board was polled:
All Voted - Aye Carried.
Mike Fuller excused himself at 3:20 P.M. to be in court.
The Commissioners went into an executive session for personnel issues at 4:00 P.M. and reconvened into regular session at 5:00 P.M.
There being no further business to come before the Board of Commissioners the meeting was adjourned at 5:05 P.M. The next regular scheduled meeting of the Board of Commissioners will be Tuesday, July 2, 2002 at 9:00 A.M. in the Commissioners Chambers of the courthouse.
