The Campbell County Board of Commissioners met in regular session Wednesday, September 4, 2002. Chairman Mader called the meeting to order at 9:00 A.M. Pastor Gary Maness led in prayer and Chairman Mader led the Pledge of Allegiance.
Present were Janet K. Evans, Fred L. Oedekoven, Alan Weakly, Chris Knapp, Craig G. Mader, Commissioners; Susan F. Saunders, County Clerk; Mike Fuller, County Attorney, and Clint Beaver, Director of Administrative Services.

Commissioner Evans moved that the Board rescind the fire closure order issued on June 29, 2002. Commissioner Oedekoven seconded the motion. The Board was polled:
All Voted - Aye Carried.
The Public Hearing that was scheduled for 9:15 AM for the purpose of rezoning Antelope Valley Block 3, Lots 4A, 4B, 5A, 5B, from R-1, Single Family Residential to R-4, Multi-Family Residential District has been rescheduled to 9:15 AM, October 1, 2002.
A Public Hearing was held at 9:30 AM for the purpose of hearing a Special Use Permit to allow a fence to be erected to a height of 10 feet in a zoned district at 1760 Wolf Road for Daniel & Angelia Walker.
Commissioner Oedekoven moved that the Board approve the request for a special use permit submitted by Daniel and Angela Walker authorizing construction of 192 feet of a 10 foot tall privacy fence, pursuant to County Zoning Regulations, Section 21, c. (4). Commissioner Knapp seconded the motion. The Board was polled:
All Voted - Aye Carried.
Commissioner Weakly moved that the Board accept the base bid for the Detention Center Remodeling Project submitted by Norton Construction, Inc., in the amount of $928,700. Commissioner Knapp seconded the motion. The Board was polled:
All Voted - Aye Carried.
Commissioner Evans moved that the Board accept the base bid for the CAMPLEX Park Asphalt Overlay Project submitted by Wyoming Materials & Improvements, Inc., in the amount of $48,075. Commissioner Oedekoven seconded the motion. The Board was polled:
All Voted - Aye Carried.
The Commissioner recessed the regular meeting and convened into the Board of Equalization.

The Commissioner adjourned the Board of Equalization and convened into the regular meeting.
Commissioner Weakly moved that the Board approve the contract with the Campbell County Chamber of Commerce to provide educational information, and conduct a citizens survey, regarding the 1% optional sales tax in the amount of $2,900, as presented; and that the cost be paid from the Operating Contingency Account. Commissioner Knapp seconded the motion. The Board was polled:

At 10:45 AM County Attorney, Mike Fuller was excused from the meeting to attend court.
Commissioner Weakly moved that the Board approve the resolution authorizing application to the Governor for a preference allocation for Wyoming Industrial Revenue Bonds, in the amount of $64,975,000, as presented. Commissioner Knapp seconded the motion. The Board was polled:

At 11:05 AM County Attorney, Mike Fuller returned to the meeting.
Commissioner Oedekoven moved that the Board authorize payment to Delta Energy, LCC, for tax collection consulting services from the Operating Contingency Account, in the amount of $8,232.44. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Evans moved that the Board set October 1, 2002 as the date for the public hearing to consider the petition to enlarge McKenney Improvement & Service District. Commissioner Oedekoven seconded the motion. The Board was polled:
All Voted - Aye Carried.
Commissioner Evans moved to appoint Ginny Bettendorf and Bud Watson to the Corrections Board. Commissioner Oedekoven seconded the motion. The Board was polled:
All Voted - Aye Carried.
The Commissioners went into an executive session at 11:15 AM for possible litigation and then recessed for lunch at 11:50 AM. The Commissioner reconvened into regular session at 1:30 PM.
There being no further business to come before the Board of Commissioners the meeting was adjourned at 2:35 P.M. The next regular scheduled meeting of the Board of Commissioners will be Monday, September 16, 2002 at 9:00 A.M. in the Commissioners Chambers of the courthouse.
