The Campbell County Board of Commissioners met in regular session Tuesday, November 19, 2002. Chairman Mader called the meeting to order at 9:00 A.M. Pastor Bill Koester led in prayer and Chairman Mader led the Pledge of Allegiance.
Present were Janet K. Evans, Fred L. Oedekoven, Alan Weakly, Chris Knapp, Craig G. Mader, Commissioners; Maxine Lieber Deputy County Clerk; and Clint Beaver, Chief of Staff.
Mike Fuller excused himself from the meeting to attend a court hearing.

Commissioner Oedekoven moved that the Board approve all items of the Consent Agenda as presented. Commissioner Evans seconded the motion. The Board was polled:

Commissioner Weakly moved that the Board ratify the emergency action taken November 13, 2002 authorizing expenditure of $650 from the Commissioners Operating Contingency Account for payment to Leadership Wyoming. Commissioner Knapp seconded the motion. The Board was polled.

Commissioner Oedekoven moved that the Board quit claim the Advocacy for the Visual Arts Building to the City of Gillette for ten dollars ($10). Commissioner Evans seconded the motion. The Board was polled:
All Voted - Aye Carried.
The Commissioners went into an executive session for personnel issues at 9:15 A.M. and reconvened into regular session at 9:45 A.M.
County Attorney Mike Fuller joined the meeting at 9:45 A.M.
Commissioners Evans moved that the Board approve $5,000 out of the Operating Contingency Fund towards the match and authorize another $5000 from Project Impact grant funds to purchase aerial photography data. Commissioner Weakly seconded the motion. The Board was polled:
All Voted - Aye Carried.
The Commissioners attended an open house at the Campbell County Library at 11:30 A.M.
The Commissioners recess at 12:00 P.M. for lunch and reconvened at 1:30 P.M.
Commissioner Evans moved the Board commit to provide funding for ongoing operating and maintenance of a county youth golf course, if the course is built with grant funding. Commissioner Oedekoven seconded the motion. The Board was polled:
All Voted - Aye Carried.
The Commissioners went into an executive session at 3:30 P.M. for possible litigation and reconvened at 3:50 P.M.
Commissioner Weakly moved that the Board support the WCFRED resolution supporting Platte, Albany, Laramie and Converse Counties in their efforts to obtain funding to quantify the economic and other effects that the Endangered Species Act is having on the region, as presented. Commissioner Oedekoven seconded the motion. The Board was polled:
All Voted - Aye Carried.
There being no further business to come before the Board of Commissioners the meeting was adjourned at 3:55 P.M. The next regular scheduled meeting of the Board of Commissioners will be Tuesday, December 3, 2002 at 9:00 A.M. in the Commissioners Chambers of the courthouse.
