The Campbell County Board of Commissioners met in regular session Tuesday,
March 1, 2005. Chairman Mackey called the meeting to order at 9:00 AM. Pastor Gordon Harper led in prayer and Chairman Mackey led the Pledge of Allegiance.
Present were Craig Mader, Roy Edwards, Christopher Knapp, Marilyn Mackey, Commissioners; Susan F. Saunders, County Clerk, and Carol Seeger, Deputy County Attorney. Commissioner Weakly was absent from the meeting.
Commissioner Mader moved to approve the letter to the Public Land Board committing to provide one-half of the cash flow necessary to proceed with building the CAM-PLEX Multi-event Center, should the voters approve the proposed specific purpose excise tax. Commissioner Knapp seconded the motion.
All Voted - Aye Carried.
Commissioner Knapp moved to approve the letter to the Joint Powers Fire Board committing to provide the County’s proportionate share of the cost of a new main fire station and maintenance facility, as proposed on December 8, 2004. Commissioner Edwards seconded the motion.
All Voted - Aye Carried.
A Public Hearing was held at 10:15 AM for the purpose of hearing a zoning request for the Gap, Phase III Subdivision, SW1/4, Section 30, T49N, R71W, to zone the property R-R, Rural Residential.
Commissioner Mader moved to zone the proposed Gap III Subdivision as R-R (Rural Residential), subject to the filing of a final subdivision plat, as recommended by the Campbell County Planning Commission. Commissioner Edwards seconded the motion.
All Voted - Aye Carried.
Commissioner Edwards moved to appoint Jeanne Haakinson to the Senior Center Board for the unexpired three year term, ending June 30, 2007. Commissioner Mader seconded the motion.
All Voted - Aye Carried.
Commissioner Mader moved to proceed to vacate KC Street, as recommended by the viewer, and to set April 5, 2005 as the deadline for persons to file with the County Clerk any objections to the vacation or claims for damages resulting from the vacation, pursuant to W.S. 24-3-111. Commissioner Knapp seconded the motion.
All Voted - Aye Carried.
A Public Hearing was held at 10:45 AM for the purpose of hearing a zoning request for the Morrison subdivision, NE1/4 NE1/4 NW1/4, and S1/2 NE1/4 NW1/4, Section 7, T49N, R72, from A-L, Agricultural, to R-S, Rural Suburban.
Commissioner Mader moved to re-zone three parcels, over ten acres each, in the proposed Morrison Subdivision, from A-L (Agricultural) to R-S (Residential- Suburban), subject to the filing of a final subdivision plat, as recommended by the Campbell County Planning Commission. Commissioner Edwards seconded the motion.
All Voted - Aye Carried.
Commissioner Mader moved to adopt the new official county logo, as presented. Commissioner Knapp seconded the motion.
All Voted - Aye Carried.
Commissioner Knapp moved to approve the grant application to the Division of Victim Services, Wyoming Attorney General’s Office, to fund the Violence Against Women Act (VAWA) position in the County Attorney’s Office for FY 2005-2006, as requested. Commissioner Mader seconded the motion.
All Voted - Aye Carried.
Commissioner Mader moved to adopt the Fair Housing Resolution, as presented. Commissioner Edwards seconded the motion.
All Voted - Aye Carried.
Commissioner Knapp moved to adopt the Antidisplacement and Relocation Assistance plan as presented. Commissioner Edwards seconded the motion.
All Voted - Aye Carried.
Commissioner Knapp moved to approve the local match of $7,500 for Health Care Professional Loan Repayment program application, contingent upon a contract being signed by the applicant.
Commissioner Mader seconded the motion. The Board was polled:

Commissioner Edwards - Nay Chairman Mackey - Aye
Failed.
Commissioner Mader moved to approve the resolution to update payment authority from the Employee Health Benefit Account, as presented. Commissioner Edwards seconded the motion.

The Commissioners recessed for lunch at 12:30 PM and reconvened into regular session at 2:00 PM.
Commissioner Mader moved to approve payment of $39,069 from the Operating Contingency Account to Great Lakes Airlines as part of the Enhanced Air Service Program in Gillette. Commissioner Knapp seconded the motion. Commissioner Mader moved to amend his motion for payment to go to CCEDC. Commissioner Knapp seconded the amendment.
All Voted - Aye Carried.

Commissioner Edwards seconded the motion. Commissioner Knapp abstained from discussion of the motion, and from voting on the motion.
