Accounts Payable Clerk
Class specifications are intended to present a descriptive list of the range of duties performed by
employees in the class. Specifications are not intended to reflect all duties performed within the job and/or department.
DEFINITION
To manage, plan, and organize assigned financial activities while complying with standard accounting procedures; provide responsible financial assistance to Clerk's Office, county
departments, agency staff and Board of Commissioners.
SUPERVISION RECEIVED AND EXERCISED
May exercise technical or functional supervision.
Receive general supervision from County Clerk.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Important and essential duties may include, but are not limited to, the following:
- Manage general county financial activities involving the process of purchase orders and match vouchers; create requisitions; check all department invoices for accuracy including
identification and tracking of unusual transactions and check duplicate payments.
- Reconcile statements for monthly submital to Board of Commissioners.
- Prepare and mail monthly accounts payable warrants and hand warrants for the Clerk's office and County departments.
- Process all federal, state and local reports as required.
- Maintain vendor list to include entering new vendors for County departments and maintain W9 and 1099 records.
- Operate and provide preventive maintenance to the courthouse postage machine including monthly reports for departments and training of employees; sort and distribute incoming
and outgoing mail.
- Perform the full range of Clerk duties including marriage licenses, ordering forms, answering phone and recording/filing of all documentation.
- Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
- Initiate and maintain a variety of files and records for information related to the assigned office; ensure proper filing of documents; maintain and update resource materials.
- Contact and work with internal (County Treasurer, Sheriff's Office, County Attorney, and other County agencies) and external (various departments at the county and/or state
government level) to resolve a variety of issues.
- Adhere to safe work practices and procedures.
- Attend and participate in staff meetings, and related activities; attend workshops, conferences, and classes to increase knowledge; serve on committees as assigned.

JOB RELATED AND ESSENTIAL QUALIFICATIONS
Knowledge of:
- Government accounting programs.
- Principles and practices of accounts payable.
- Pertinent Federal, State and local laws, codes and regulations.
- File management and archiving.
- Modern office procedures, methods and equipment.
- Principles and practices used in interacting with the public.
Skill to:
- Operate modern office equipment.
- Type and enter data at a speed necessary for successful performance.
Ability to:
- Meet bonding requirements.
- Prepare clear and concise financial reports.
- Interpret and apply Federal, State and local policies, laws and regulations.
- Save and retrieve accurate financial files.
- Plan and organize work to meet schedules and time lines.
- Work independently and exercise independent judgement.
- Understand the organization and operation of the office and the County necessary to assume assigned duties.
EXPERIENCE AND TRAINING GUIDELINES:
Any combination equivalent to experience and
training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
- Three to four years experience in encumbrance, governmental accounting and management.
Training:
- Equivalent to a high school education including some specialized training in accounting, bookkeeping or related fields.
LICENSES, CERTIFICATES, OR REGISTRATIONS:
Must be current or obtained within a specified time frame as defined upon employment.
- Meet and maintain eligibility requirements for bonding.

Essential duties require the following:
Working Environment:
- Minimal exposure to undesirable working conditions or exposure.
Physical Activities:
- Essential functions require maintaining physical condition necessary for moderate physical effort such as sitting, standing, walking, kneeling, crouching/stooping/squatting,
twisting upper body, and lifting an average of 40 lbs.
