Animal Control Supervisor

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class.  Specifications are not intended to reflect all duties performed within the job and/or department.

DEFINITION

To oversee the operation and activities of the Animal Control Area including coordination and interaction with City Animal Control Officers at the joint facility; to supervise, assign, review and participate in the work of staff  responsible for providing animal control services; and to ensure all complaints are handled efficiently and effectively, enforce county and state laws, and maintain county animal control records.

SUPERVISION RECEIVED AND EXERCISED

Exercise direct supervision over Animal Control Officer I and II.

Receive direction from Lieutenant.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Important and essential duties may include, but are not limited to, the following:

  1. Oversee day-to-day Animal Control operations; plan and organize workloads and staff assignments; train and evaluate assigned staff.
  2. Respond to and resolve inquiries and complaints concerning animal problems or violations of animal control ordinances, including but not limited to animals running at large, bites, property damage, or injuries; maintain effective and efficient public relations when dealing with citizens.
  3. Investigate violations of animal control ordinances and issue warnings or citations as required; testify in court regarding animal control cases.
  4. Follow-up on complaints of unwanted or escaped animals or those causing nuisances; capture and transport  animals to the animal shelter.
  5. Respond to citizens complaints concerning actions taken by an Animal Control Officer and determine whether the complaint is warranted or not.
  6. Maintain normal availability by radio or telephone for consultation on major emergencies or routine Animal Control questions.
  7. Coordinate animal control needs with outside agencies.
  8. Carry out duties in conformance with Federal, State, County and City laws and ordinances.
  9. Maintain contact with supervisory personnel to coordinate investigation activities, provide mutual assistance during emergency situations and provide general information about animal control activities.
  10. Participate and make recommendations in drafting policies and procedures relating to operations and training.
  11. Recommend and participate in formulating and compiling annual budget needs with the Lieutenant; assist in monitoring budget expenditures.
  12. Compile a variety of statistical data regarding animal control operations; prepare daily, monthly, and annual reports of activities; prepare and maintain records.
  13. Oversee the purchase and maintenance of county's shelter equipment including officer equipment; maintain inventory.
  14. Coordinate a public relations program in order to further public awareness of ordinances regarding animal control and humane treatment of animals; work closely with the public interest groups to promote improved care and control of animals.
  15. Promote and assist in creating new laws; research and keep updated on current laws (county-wide, state and federal) including livestock, game and fish, public health, crimes and offenses.
  16. Develop emergency rabies control programs and organize rabies clinics.
  17. Operate various equipment including assigned vehicle, animal capture equipment (traps, catch poles), shotgun, radio, pager cellular phone,  first aid equipment, self-defense weapons-OC (Oleoresin Capsicum) spray,  collapsible baton and bite stick, personable computer and peripherals.
  18. Perform the full range of animal control officer's daily duties.
  19. Adhere to safe work practices and procedures.
  20. Attend and participate in staff meetings and related activities; attend workshops, conferences, and classes to increase professional knowledge; serve on committees as assigned.

OTHER JOB RELATED DUTIES

  1. Maintain departmental vehicle (including servicing and cleaning), equipment, supplies and facilities.
  2. Maintain all assigned equipment to ensure proper functioning.
  3. Perform related duties and responsibilities as required.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

    Knowledge of:

    • Operations and services of animal control.
    • Pertinent Federal, State, and local laws, ordinances and department rules and regulations.
    • Principles of supervision, training, and performance evaluation.
    • Principles of budget preparation and control.
    • Principles and practices used in dealing with the public.
    • Operational characteristics of animal capture equipment, shotgun, radio, pager, cellular phone, first aid equipment, self-defense weapons- O. C. (Oleoresin Capsicum) spray, collapsible baton and bite stick.
    • Principles and resources for dealing with hazardous materials.
    • English usage, spelling, vocabulary, grammar, and punctuation.
    • Principles and procedures of record keeping and reporting.
    • Modern office practices, methods, and equipment.
    • Principles and practices of working safely.

    Skill to:

    • Operate a motor vehicle safely.
    • Operate animal control equipment.
    • Operate modern office equipment.

    Ability to:

    • Interpret, explain, and ensure compliance with County animal control policies and procedures.
    • Use independent judgment, initiative, and good human relations and problem solving skills in the application and follow through on decisions.
    • Select, supervise, train, and evaluate staff; exercise disciplinary action when necessary.
    • Prepare and administer budgets.
    • Respond to requests and inquiries from the general public; deal with hostility and verbal abuse.
    • Apply knowledge and reasoning to make prompt and effective decisions quickly in both routine and non-routine situations.
    • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations.

EXPERIENCE AND TRAINING GUIDELINES:
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Experience:

    • Five to six years of responsible animal control experience including some supervisory experience.

    Training:

    • Equivalent to a high school education supplemented by specialized training in animal behavior, animal shelter and management, and personnel supervision.

LICENSES, CERTIFICATES OR REGISTRATIONS:
Must be current or obtained within a specified time frame as defined upon employment.

    • Valid driver's license.
    • CPR/First Aid.
    • Hazardous Materials Awareness.

WORKING CONDITIONS:
Essential duties require the following:

    Working Environment:

    • Significant exposure to undesirable working conditions or exposure; ability to travel; and availability for shift work and after hour emergency calls.

    Physical Activities:

    • Essential functions require maintaining physical condition necessary for considerable physical activity such as driving, sitting, standing, walking, running, kneeling, crouching, stooping, squatting, crawling, twisting upper body, climbing, and lifting an average of 50 lbs.
