Appraiser III
Class specifications are intended to present a descriptive list of the range of duties performed by
employees in the class. Specifications are not intended to reflect all duties performed within the job and/or department.
DEFINITION
To perform a variety of duties involved in the appraisal of real estate at fair market value based on gathered data and market conditions.
DISTINGUISHING CHARACTERISTICS
Appraiser II - This is the journey level in the class series. Positions at this level perform most of the duties required of the positions at the III level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgement in matters related to work procedures and methods. Work may be more closely supervised while in progress. Positions at this level are required to have some prior related experience including Temporary Certified Wyoming Tax Appraiser status.
Appraiser III - This is the full advanced journey level in the class series. Positions at this level are distinguished from the II level by the performance of the full range of duties as assigned, working independently and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions at the III level are normally filled by advancement from the II level. When filled from the outside, the employee is required to have prior related experience which allows the employee to meet the qualification standards for the III level including Permanent Certified Wyoming Tax Appraiser status.
SUPERVISION RECEIVED AND EXERCISED
Appraiser II
Exercise no supervision.
Receive general supervision from the Chief Appraiser.
Appraiser III
Exercise technical and/or functional supervision over temporary or summer help.
Receive direction from the Chief Appraiser.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Important and essential duties may include, but are not limited to, the following:
- Use Computer Assisted Mass Appraisal (CAMA) system to list and appraise real property; establish market value of real property; determine fair and equitable market values on
personal property; use the State of Wyoming system to generate reports to ensure uniformity and consistency countywide; list all new construction using the state computer system to list physical characteristics and to vector
improvements.
- Assess personal property for industrial and commercial entities; perform annual audits of personal property renditions; explain market value of real estate and personal property
to taxpayers; explain ad valorem and severance tax on real estate and minerals; provide customer service in regard to assessment and taxation; transfer ownership through warranty deeds, quit claim deeds, and corporation transfers.
- Monitor, review, and update cost tables maintained by the Department of Revenue, State of Wyoming; conduct the annual review as required by Wyoming State Statutes; perform
annual mobile home inspection(s); perform annual on-site inspections; monitor new construction in the oil and gas industry; work with the Wyoming Oil and Gas Conservation Commission (WOGCC) in relation to oil and gas matters.
- Determine classification of land as non-agricultural or agricultural; review agricultural properties and use soil surveys to determine the productivity classification of
agricultural land; determine fair market value of new land parcels generated by property splits or the creation of new subdivisions; valuation based on land size, neighborhood, current market data, location, and amenities; land
values for residential and commercial parcels are generated using the CAMA system which includes a computer assisted land pricing program.
- Locate properties throughout the County using a global position system (GPS), legal descriptions, records, maps, and photographs; visit properties and interview owners to obtain
factual information on properties consistent with appraisal forms; make visual inspection and review property evaluating the construction quality and type including all detached structures and improvements; make subjective
judgments on condition and effective age of
properties which are defendable in court; measure all structures in sufficient detail and accuracy to transfer the information to scale drawings; draw improvements to scale depicting all pertinent features; make calculations based on obtained measurements for various portions of listed structures, including irregular shapes; enter data on properties into appropriate computers to evaluate listed information of properties.
- Work with various County record systems for research and records retrieval; assist in the research of land and improvement records for inclusion in appraisal reports.
- Meet with commercial property owner/managers to ensure properties are classed appropriately by use and content; photograph all structures to show proper perspectives and for
inventory purposes.
- Review all new subdivisions; review all special districts with the district's Board of Directors; coordinate with the Department of Revenue all assessments and mill levies
regarding special districts.
- Adhere to safe work practices and procedures.
- Attend and participate in staff meetings and related activities; attend workshops, conferences, and classes to increase professional knowledge; serve on committees as assigned;
attend annual continuing education classes as required by Wyoming State Statute.

JOB RELATED AND ESSENTIAL QUALIFICATIONS
Appraiser II
Knowledge of:
- Principles and practices of property improvements, building construction, and building materials.
- Principles and practices of property appraisal and land economics.
- Principles of drafting and mathematics.
- Modern office practices, methods, and equipment.
- Principles and procedures of record keeping.
- English usage, spelling, vocabulary, grammar, and punctuation.
- Safe work practices.
- Principles and practices used in dealing with the public.
- Principles and practices of data collection and report preparation.
- Safe driving principles and practices.
Skill to:
- Operate a variety of photographic equipment.
- Operate global positioning system (GPS) equipment.
- Operate modern office equipment.
- Operate a motor vehicle safely.
Ability to:
- Use a variety of drawing and drafting equipment and tools and measuring devices.
- Economic, environmental, and related factors involved in the valuation of properties.
- Read and interpret legal description, maps, and aerial photographs.
- Evaluate and measure properties and transcribe information to appropriate forms and drawings.
- Read and comprehend state directed appraisal manuals (residential, commercial, agricultural, and mobile home).
- Manually figure costs through the use of commercially available manuals (Marshall & Swift, Cole Layer Trumble, Boeckh).
- Collect, compile, and analyze information and data.
- Perform accurate mathematical computations.
- Prepare and maintain accurate and complete records.
- Respond to requests and inquiries from the general public.
- Prepare clear and concise reports.
- Meet and deal tactfully and effectively with the public.
- Work and remain calm under stressful conditions.
- Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
- Communicate clearly and concisely, both orally and in writing.

Appraiser III
In addition to the qualifications for Appraiser II:
Knowledge of:
- Appraisal systems and methods of determining estimated market value approved by the State of Wyoming.
- Pertinent Federal, State, and local laws, codes, and regulations including administrative and departmental policies and procedures.
Ability to:
- Perform responsible field appraisal work with accuracy, speed, and minimal supervision.
- Use considerable tact, diplomacy, and interpersonal/human relation skills to maintain positive working relations.
EXPERIENCE AND TRAINING GUIDELINES:
Any combination equivalent to experience and
training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Appraiser II
Experience:
- Three to four years experience assessing property and working with the public.
Education/Training:
- Equivalent to a high school education including specialized training in Fundamentals of Real Property Appraisal.
Appraiser III
Experience:
- Three to four years experience at the Appraiser II level.
Education/Training:
- Equivalent to two years of college or trade apprenticeship.
LICENSE, CERTIFICATE OR REGISTRATIONS:
Must be current or obtained within a specified time frame as defined upon employment.
Appraiser II
- Temporary Certified Wyoming Tax Appraiser, and successful completion of 30 hours of training from the list of accredited education programs annually.
- Valid driver's license.
Appraiser III
- Permanent Certified Wyoming Tax Appraiser; and successful completion of a minimum of 28 hours of training from the list of accredited education programs every two years to
maintain permanent certification.
- Valid driver's license.
WORKING CONDITIONS:
Essential duties require the following:
Working Environment:
- Moderate exposure to undesirable working conditions or exposure.
Physical Activities:
- Essential functions require maintaining physical condition necessary for considerable physical activity such as sitting, standing, walking, kneeling,
crouching/stooping/squatting, twisting upper body, and lifting an average of 40 lbs.; travel to different sites and locations.
