Aquatics Manager

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class.  Specifications are not intended to reflect all duties performed within the job and/or department.

DEFINITION

To manage, plan and coordinate assigned programs for pool division; directs operational budget planning and preparation; assists in researching capital outlay and capital improvement projects; promote a positive working environment; oversee entire pool division operation.

SUPERVISION RECEIVED AND EXERCISED

Exercise direct supervision over Assistant Aquatics Manager, Pool Operator and Senior Lifeguards.

Receive general direction from Recreation Superintendent.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Important and essential duties may include, but are not limited to, the following:

  1. Select, train, motivate, and evaluate assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination guidelines.  Assign tasks, projects and monitor assigned personnel.
  2. Manage operation of aquatic facilities to ensure they are properly maintained and in safe operating condition.  Maintain a current risk management program by providing staff with adequate training, supplies, and written policies for emergency management in the aquatic facility; ensure safe operation of aquatic facilities, special events, concessions and programs.
  3. Develop, organize and implement various aquatic programs which utilize facilities. Conduct related research for the continued improvement of operations and programs. Recommend and implement changes in policies, procedures, standards, programs, fees, etc. Develop, organize and implement special events to enhance attendance and revenues.
  4. Maintain a good rapport with School Aquatic Center staff to facilitate use of their facility.
  5. Administer annual operating, capital expenditures, and capital outlay budgets for aquatic facilities and programs. Ensure all programs are operating within budget. Assist in the development of annual operations budget by providing the Recreation Superintendent with projections and recommendations for future programming and staffing needs.
  6. Supervise the collection, handling and recording of all revenues and expenditures. Prepare reports as required showing revenues and attendance at facilities.
  7. Respond to complaints from the public and staff, following through in a timely manner to resolve problems or concerns.
  8. Work cooperatively with all divisions within the Parks and Recreation Department and Campbell County to provide assistance with other programs as needed.
  9. Work closely with the Recreation Superintendent to plan future programs and pool facility improvements.
  10. Adhere to safe work practices and procedures.
  11. Attend and participate in staff meetings and related activities; attend workshops, conferences, and classes to increase professional knowledge; serve on committees as assigned.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

    Knowledge of:

    • Budgeting and record keeping.
    • Recreational pool equipment and facilities.
    • Event planning, organization and implementation.
    • Practices, methods, equipment, tools, and materials used in pool operation.
    • Occupational hazards and standard safety practices necessary in the areas of work assigned.
    • Principles and methods of training and instruction.
    • Principles and practices used in interacting with the public.
    • Safe driving principles and practices.
    • Principles and practices of working safely.

    Skill to:

    • Swim.
    • Operate modern office equipment.
    • Operate a motor vehicle safely.

    Ability to:

    • Plan, organize, and implement aquatic and special event programs.
    • Establish and maintain effective working relations with department heads, employees, and the public.
    • Provide supervision and training to assigned staff.
    • Plan, organize and review the work of assigned personnel.
    • Work in and around chemicals in an aquatic environment.
    • Swim with profiency at a level to pass lifeguarding test.
    • Teach Red Cross CPR, First Aid, lifeguard classes, water aerobic and water safety instructional classes as needed.
    • Interact effectively and sensitively with individuals of all ages.
    • Deal courteously and effectively with the public.
    • Exercise good judgement, flexibility, creativity, and sensitivity in response to changing situations and needs.
    • Communicate clearly and concisely, both orally and in writing.
    • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

EXPERIENCE AND TRAINING GUIDELINES:
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Experience:

    • Three to four years of management experience in operation and maintenance of an aquatic facility.

    Education/Training:

    • Equivalent to a Bachelor's or Master's degree in Recreation or related field.

LICENSES, CERTIFICATES OR REGISTRATION:
Must be current or obtained within a specified time frame as defined upon employment.

    • Lifeguard/CPR-PR Instructor.
    • Water Safety Instructor.
    • Community First Aid and Safety Instructor.
    • Lifeguard Today Instructor.
    • CPR for the Professional Rescuer Instructor.
    • Certified Pool Operator, Aquatic Facility Operator or equivalent.
    • Blood Borne Pathogens.
    • Valid driver's license.

WORKING CONDITIONS:
Essential duties require the following:

    Working Environment:

    • Moderate exposure to extreme heat, noise, working outdoors, chemicals (chlorine), mechanical hazards, and electrical hazards. Availability to work evening and/or weekends as required and to be on call as necessary.

    Physical Activities:

    • Essential functions require maintaining physical condition necessary for moderate amount of physical activity such as sitting, standing, walking, kneeling, crouching/stooping/squatting, twisting upper body and climbing. Required to push, pull or lift 40 lbs of weight. Swim.
