Chief Appraiser

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job and/or department.

DEFINITION

To determine market values, on an annual basis, for all residential, commercial, and industrial property within Campbell County as mandated by Wyoming State Statute.

SUPERVISION RECEIVED AND EXERCISED

Exercise direct supervision over Appraisers II and III.

Receive general direction from County Assessor.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Important and essential duties may include, but are not limited to, the following:

  1. Use Computer Assisted Mass Appraisal (CAMA) system to list and appraise real property; establish market value of real property; determine fair and equitable market values on personal property; use the State of Wyoming  system to generate reports to ensure uniformity and consistency countywide; list all new construction using the state computer system to list physical characteristics and to vector improvements.
  2. Perform multiple regression analysis - including model building, specification, and calibration (model testing, quality control, and correlation of values).
  3. Perform statistical analysis of projected market value - ensuring coefficient of dispersions (COD), median ratios, and price related differentials (PRD) are within ranges defined in the Wyoming State Statutes.
  4. Organize the annual 25% review of the county (required by State of Wyoming); perform part of the actual field review.
  5. Verify sales data, check data accuracy, and research outliers.
  6. Determine classification of land as non-agricultural or agricultural; review agricultural properties and use soil surveys to determine the productivity classification of agricultural land; determine fair market value of new land parcels generated by property splits or the creation of new subdivisions; valuation based on land size, neighborhood, current market data, location, and amenities; land values for residential and commercial parcels are  generated using the CAMA system which includes a computer assisted land pricing program.
  7. Create and modify neighborhoods and their boundaries on an annual basis (defined as a geographical area used for valuation purposes, usually containing homogeneous properties that share important locational characteristics).
  8. Assess personal property for industrial and commercial entities; perform annual audits of personal property renditions; explain market value of real estate and personal property to taxpayers; explain ad valorem and  severance tax on real estate and minerals; provide customer service in regard to assessment and taxation; transfer ownership through warranty deeds, quit claim deeds, and corporation transfers.
  9. Monitor, review, and update cost tables maintained by the Department of Revenue, State of Wyoming; conduct the annual review as required by Wyoming State Statutes; perform annual mobile home inspection(s); perform annual on-site inspections; monitor new construction in the oil and gas industry; work with the Wyoming Oil and Gas Conservation Commission (WOGCC) in relation to oil and gas matters.
  10. Supervise and locate properties throughout the County using global positioning system (GPS), legal descriptions, records, maps, and photographs; visit properties and interview owners to obtain factual information on  properties consistent with appraisal forms; make visual inspection and review property evaluating the construction quality and type including all detached structures and improvements; make subjective judgments on condition and effective age of properties which are defendable in court; measure all structures in sufficient detail and accuracy to transfer the information to scale drawings; draw improvements to scale depicting all pertinent features; make calculations based on obtained measurements for various portions of listed structures, including irregular shapes; enter data on properties into computers to evaluate listed information; create report format  for neighborhood and characteristic analysis.
  11. During property appeal, conduct an informal review with protestant to attempt to reconcile differences. If appeal not resolved, file a copy of appeal with County Clerk and a hearing is scheduled with the County Board of  Equalization (CBOE). Compile evidence to defend the fair market value, verify accuracy of data components, research comparable sales, verify replacement cost estimates, and review evidence submitted by appellant. Appear before the CBOE and testify as an expert witness to defend the valuation and method used. If required, repeat the process before the State Board of Equalization, District Court, and/or the Wyoming Supreme Court.
  12. Work with various County record systems for research and records retrieval; assist in the research of land and improvement records for inclusion in appraisal reports.
  13. Meet with commercial property owner/managers to ensure properties are classed appropriately by use and content; photograph all structures to show proper perspectives and for inventory purposes.
  14. Review all new subdivisions; review all special districts with the district's Board of Directors; coordinate with the Department of Revenue all assessments and mill levies regarding special districts.
  15. Select, train, motivate, and evaluate assigned staff;  work with employees to correct deficiencies; implement discipline and termination procedure; assign tasks, projects, and monitor assigned personnel.
  16. Provide staff assistance to the County Assessor; prepare and present staff reports and other necessary correspondence.
  17. Respond to and resolve difficult inquiries and complaints.
  18. Adhere to safe work practices and procedures.
  19. Attend and participate in staff meetings and related activities; attend workshops, conferences, and classes to increase professional knowledge; serve on committees as assigned; attend annual continuing education classes as  required by Wyoming State Statute.

    Knowledge of:

    • Comprehend state directed appraisal manuals including Boeckh Residential, Commercial, Agricultural, and Mobile Home, and associated computer programs.
    • Evaluate and measure properties and transcribe information to appropriate forms and drawings.

EXPERIENCE AND TRAINING GUIDELINES:
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to  obtain the knowledge, skills, and abilities would be:

    Experience:

    • Five to six years experience at the Appraiser III level.

    Education/Training:

    • Equivalent to a bachelor's or master's degree.

LICENSE, CERTIFICATES, OR REGISTRATIONS:
Must be current or obtained within a specified time frame as defined upon employment.

    • Certified Wyoming Property Tax Appraiser; and successful completion of a minimum of 28 hours of training from the list of accredited education programs within a two year period.
    • Valid driver's license.

WORKING CONDITIONS:
Essential duties require the following:

    Working Environment:

    • Moderate exposure to undesirable working conditions or exposure.

    Physical Activities:

    • Essential functions require maintaining physical condition necessary for moderate physical activity such as sitting, standing, walking, kneeling, crouching/stooping/squatting, twisting upper body, and lifting an average  of 40 lbs.; travel to different sites and locations.
