Recycling Manager
Class specifications are intended to present a descriptive list of the range of duties
performed by employees in the class. Specifications are not intended to reflect all duties performed within the job and/or department.
DEFINITION
Direct and coordinate recycling and household hazardous waste throughout Campbell County as well as Northeast Wyoming; oversee recycling and household hazardous waste
operations including supervision of RENEW staff; market and
contract recyclable commodities and household hazardous waste; oversee the household hazardous waste facility and ensure compliance with Department of Environmental Quality (DEQ) and Environmental Protection Act (EPA) regulations.
SUPERVISION RECEIVED AND EXERCISED
Exercise lead supervision over RENEW staff.
Receive general direction from the Landfill Superintendent.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Important and essential duties may include, but are not limited to, the following:
- Supervise, direct, coordinate operations, and activities involved in recycling and household hazardous waste.
- Implement directives from the Landfill Superintendent.
- Supervise, direct, and coordinate RENEW contract.
- Prepare and manage commodity contracts to include developing request for proposals and agreements.
- Work in conjunction with Landfill Superintendent and City personnel in managing, developing and educating the recycling public in curbside collection.
- Ensure employees are properly trained and certified in the operation of the hazardous household waste facility.
- Ensure household hazardous waste storage and disposal activities are in compliance with environmental and safety laws and regulations required by DEQ.
- Participate in the preparation and administration of the recycling portion of the Public Works Department budget; submit budget recommendations; monitor expenditures.
- Coordinate and oversee local recycling projects with the City, County and agencies/businesses. i.e. American Recyclers Day, Earth Day, etc.
- Create and present information to schools, organizations, businesses, fairs, trade shows, workshops, etc.
- Create and maintain web-site containing recycling and household hazardous waste information; prepare monthly newsletter, public notices and public service
announcements (PSAs).
- Maintain up-to-date local and state legislation regarding recycling, procurement, waste reduction and hazardous household waste; develop reports and propose
legislation, and legislative responses for administrative coordination and approval.
- Coordinate with local/neighboring communities and Economic Development Board to aid in local market development.
- Inventory recyclables and household hazardous wastes for purposes of billing and contract administration; setup database to track diversion rates and percentages
locally as well as from regional contributors.
- Design and monitor office recycling programs for home, office, government, etc.
- Attend required continuing education to maintain certifications.
- Adhere to safe work practices and procedures.
- Attend and participate in staff meetings and related activities; attend workshops, conferences, and classes to increase professional knowledge; serve on committees
as assigned.
OTHER JOB RELATED DUTIES
- Monitor and empty recycling trailers as well as aluminum collection bins throughout the community.
- Perform related duties and responsibilities as required.
JOB RELATED AND ESSENTIAL QUALIFICATIONS
Knowledge of:
- Principles and practices of planning, developing, managing and storage of household hazardous wastes and facilities.
- Principles of supervision and training.
- Pertinent Federal, State and local DEQ, EPA and Household Hazardous Waste Codes.
- Principles and practices of budget preparation and administration.
- Principles and procedures of accounting, inventory and report preparation.
- Principles and procedures for contract preparation and administration.
- Occupational hazards and standard safety practices necessary to manage household hazardous wastes and recycling.
- Creating and presenting recycling information.
- Commodities that can be recycled.
- Safe driving principles and practices.
Skill to:
- Operate modern office equipment.
- Operate a motor vehicle safely.
Ability to:
- Supervise, organize, and review contracts .
- Meet DEQ and EPA compliance standards.
- Interpret, explain, and ensure compliance with County, State and Federal policies and procedures.
- Prepare and maintain accurate and complete records.
- Prepare clear and concise reports.
- Perform public speaking.
- Communicate clearly and concisely, both orally and in writing.
- Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.

EXPERIENCE AND TRAINING GUIDELINES:
Any combination equivalent to
experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
- Five to Six years experience in public administration, recycling and contract preparation/administration.
Education/Training:
- Equivalent to two years of college or trade apprenticeship and/or specialized training in Business or Management.
LICENSES, CERTIFICATES, OR REGISTRATIONS:
Must be current or obtained within a specified time frame as defined upon employment.
- Certified in Hazardous Waste Peak Environmental and Response Training (HAZWOPER).
- Solid Waste Association of North America (SWANA).
- Valid commercial drivers license.
WORKING CONDITIONS:
Essential duties require the following:
Working Environment:
- Considerable exposure to cold, heat, noise, outdoors, chemicals, and dust.
Physical Activities:
- Essential functions require maintaining physical condition necessary for considerable physical activity such as sitting, standing, walking, kneeling,
crouching/stooping/crawling, twisting, climbing, and lifting an average of 50 lbs
