Road and Bridge Superintendent

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class.  Specifications are not intended to reflect all duties performed within the job and/or department.

DEFINITION

To supervise, direct, coordinate and oversee the maintenance and upgrading of all county roads, crusher operation, and other assigned crews; ensure safety of all operations.

SUPERVISION RECEIVED AND EXERCISED

Exercise direct supervision over Equipment Operators and seasonal employees.

Receive administrative direction from the Road and Bridge Executive Director.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Important and essential duties may include, but are not limited to, the following:

  1. Plan, coordinate, direct and supervise maintenance and repair of county roads, crusher, bridges, cattle guards, culverts, auto gates and fences.
  2. Select, train, motivate and evaluate assigned personnel; work with employees to correct deficiencies; implement discipline and termination procedures; assign tasks, projects and monitor assigned personnel.
  3. Manage the allocation of equipment and manpower resources to various repair and construction projects; set priorities to deal with emergencies or unanticipated needs.
  4. Ensure personnel comply with MSHA, OSHA and other safety and occupational health standards; take immediate corrective action when personnel are not in compliance.
  5. Train personnel in the appropriate and safe operation of machinery and equipment; observe and inspect work of assigned personnel.
  6. Oversee the records of work hours and projects completed; ensure time tickets reflect appropriate job activities and are completed on a daily basis.
  7. Inspect fences, culverts, auto gates and all signage to assess condition and determine need for maintenance and repair.
  8. Inspect roads to assess condition and determine need for maintenance and repair.
  9. Regularly inspect work in progress and completed work to ensure it is in compliance with assigned standards.
  10. Travel to assigned work sites on a regular basis.
  11. Work closely with Equipment Maintenance Supervisor and Purchasing/Preventive Maintenance Supervisor to schedule routine and non-routine maintenance.
  12. Work irregular hours and be on call 24/7.
  13. Read, interpret and understand various blueprints, maps, and survey (grade) stakes; determine appropriate action to be taken.
  14. Respond to citizen suggestions and complaints quickly.
  15. Operate construction tools and interpret readings.
  16. Maintain appropriate records and paperwork of construction work.
  17. Operate all light, medium and heavy equipment as needed.
  18. Perform daily observation of light, medium, and heavy equipment to ensure it is running properly and safely.
  19. Coordinate wildland firefighting with Fire Department as required.
  20. Coordinate snow removal work, crack sealing, patching on all paved county roads and bike paths, mowing of county right-aways and sweeping of bike paths.
  21. Perform dust control operations on assigned County roads.
  22. Perform private contract work, as requested.
  23. Maintain a broad understanding of the road and bridge construction industry, equipment and tools, methods and techniques, and terminology.
  24. Adhere to safe work practices and procedures.
  25. Attend and participate in staff meetings and related activities; attend workshops, conferences, and classes to increase knowledge; serve on committees as assigned.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

    Knowledge of:

    • Aggregate crushing equipment.
    • Extensive knowledge of all light, medium and heavy equipment operation practices and procedures.
    • Fire fighting practices, procedures and equipment.
    • OSHA and MSHA regulations.
    • Pertinent Federal, State, and local laws, codes and regulations.
    • Principles and practices of dust control.
    • Principles and practices of supervision.
    • Principles and practices of working safely.
    • Principles and practices used in interacting with the public.
    • Safe driving principles and practices.

    Skill to:

    • Operate a motor vehicle and a wide variety of light, medium, and heavy equipment safely.
    • Operate specialized construction equipment tools.

     Ability to:

    • Communicate clearly and concisely, both orally and in writing.
    • Organize and delegate work so as to control a variety of construction projects simultaneously.
    • Provide foresight, imagination, and know-how to devise improved methods, schedules, and procedures for better use of staff, physical resources, and fiscal resources.
    • Read, interpret and understand various blueprints, maps, and survey (grade) stakes; interpret reading, then decide action to be taken.
    • Respond tactfully and courteously with the public in responding to requests, inquiries, and complaints.
    • Inspect jobs in progress and maintain personal contact with subordinates.
    • Instruct others how to operate light and heavy equipment.
    • Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
    • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

EXPERIENCE AND TRAINING GUIDELINES:
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Experience:

    • Seven to eight years experience in road construction, surveying, light, medium, and heavy equipment operation. Engineering background.

    Education/Training:

    • Equivalent to two years of college or trade apprenticeships and/or specialized training in engineering, and road maintenance and repair.

LICENSES, CERTIFICATE OR REGISTRATIONS:
Must be current or obtained within a specified time frame as defined upon employment.

    • Valid Commercial Drivers License (CDL).
    • MSHA certification.

WORKING CONDITIONS:
Essential duties require the following:

    Working Environment:

    • Moderate exposure to extreme cold, heat and noise, working outdoors, vibration, mechanical hazards and electrical hazards.

    Physical Activities:

    • Essential functions require maintaining physical condition necessary for considerable physical activity such as sitting, standing, walking, kneeling, crouching/stooping/squatting, crawling, twisting upper body, climbing, and lifting an average of 60 lbs.
