Senior Equipment Operator

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class.  Specifications are not intended to reflect all duties performed within the job and/or department.

DEFINITION

To perform responsible, complex and advanced levels of work in the operation of light, medium and heavy equipment, finish blade operations, machinery and tools used in construction and solid waste operations; provide lead supervision of daily operations in areas of assigned responsibilities.

SUPERVISION RECEIVED AND EXERCISED

Exercise technical and functional supervision over Equipment Operators and/or seasonal staff.

Receive direction from assigned supervisor.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:
Important and essential duties may include, but are not limited to, the following:

  1. Operate all light, medium and heavy equipment used in construction and solid waste activities.
  2. Implement directives from supervisor.
  3. Follow safe and effective methods of machine operation; check work sites for potential hazards; complete daily duties in a timely and effective manner.
  4. Train personnel in the appropriate and safe operation of machinery and equipment; observe and inspect work of assigned personnel.
  5. Ensure personnel comply with MSHA and OSHA and other safety and occupational health standards.
  6. Ensure waste disposal activities are in compliance with public health, environmental, and safety laws and regulations.
  7. Maintain an understanding of the solid waste operation industry, techniques and terminology to include environmental monitoring. 
  8. Prepare and maintain appropriate records and paperwork required by DEQ.
  9. Ensure applicable standards and specifications are followed; maintain cleanliness of work area and tools.
  10. Perform full range of Equipment Operator Duties.
  11. Assist supervisor with contractor plans/projects.
  12. Adhere to safe work practices and procedures.
  13. Attend and participate in staff meetings, safety meetings, and related activities; attend workshops, conferences, and classes to increase professional knowledge; serve on committees as assigned.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

    Knowledge of:

    • Advanced methods and techniques of road construction and solid waste operations.
    • Light, medium, and heavy equipment operation.
    • Grades and staking in finish blade operation.
    • Pertinent Federal, State, and local codes and regulations pertaining to road construction or solid waste operations.
    • Principles of supervision and training.
    • Occupational hazards and standard safety practices.
    • Household chemicals.
    • Record keeping and report preparation.
    • Safe driving principles and practices in heavy equipment operation and transport.

    Skill to:

    • Operate light, medium, and heavy construction equipment safely.
    • Operate motor vehicle safely.
    • Operate test equipment

    Ability to:

    • Perform advanced maintenance and construction work in the area of work assigned.
    • Operate all light, medium and heavy equipment in a safe and effective manner.
    • Interpret grade and stakes for finish blade operation.
    • Read and interpret construction plans, specifications and grade stakes as a guide in construction site work.
    • Lead, supervisor and train employees.
    • Apply advanced procedures in road construction and solid waste operations.
    • Perform a variety of tasks for extended periods of time and under unfavorable weather conditions.  This may include irregular hours.
    • Maintain accurate and complete records.
    • Understand and follow oral and written instructions.
    • Characterize and identify household chemicals.
    • Exercise good judgement, flexibility, creativity, and sensitivity in response to changing situations and needs.
    • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

EXPERIENCE AND TRAINING GUIDELINES:
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to  obtain the knowledge, skills, and abilities would be:

    Experience:

    • Five to six years of experience in a position comparable to Equipment Operator III.

    Training:

    • Equivalent to a high school education including specialized training in field maintenance or heavy equipment operation.

LICENSES, CERTIFICATES, OR REGISTRATIONS:
Must be current or obtained within a specified time frame as defined upon employment.

    • Valid driver's license.
    • Valid Commercial Driver license (CDL).
    • Wyoming Sanitary Landfill Operator certification (Public Works)
    • HAZWOPER certification (Public Works)

WORKING CONDITIONS:
Essential duties require the following:

    Working Environment:

    • Significant exposure to extreme cold, heat, noise, working outdoors, fumes, dust, vibration, confining work space, chemicals, biological hazards, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites; availability for shift work, on-call, and stand-by.

    Physical Activities:

    • Essential functions require maintaining physical condition necessary for significant physical activity such as sitting, standing, walking, kneeling, crouching/stooping/squatting, crawling, twisting upper body, climbing, and lifting up to 50 lbs.
