Airport Operations Supervisor

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job and/or department.

DEFINITION

To ensure the airport is operational and safe at all times; serve as first responder to aircraft emergency incidents; provide maintenance of airport structures, grounds, lighting systems and water/sewer system; oversee or perform maintenance, repair and operation of heavy and light equipment; coordinate custodial services and activities.

SUPERVISION RECEIVED AND EXERCISED

Exercise direct supervision over ARFF Technician, Senior Custodian & Seasonal Grounds Worker.

Receive general direction from Airport Manager.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Important and essential duties may include, but are not limited to, the following:

  1. On call, as necessary, to serve as first responder for aircraft rescue and fire fighting duties; train employees in aircraft rescue and fire fighting duties; work closely with local Sheriff and Fire Department to coordinate emergency operations; ensure emergency operation procedures are in accordance with the Airport Certification Manual's emergency plan.
  2. Supervise or perform work necessary to maintain mechanical, electrical, HVAC, communications and special systems or equipment; ensure systems are monitored on a regular schedule; perform preventive maintenance as required.
  3. Maintain and operate heavy and light equipment and machinery; perform preventive maintenance as required; inspect, diagnose, locate and repair mechanical problems on a variety of heavy and light equipment and machinery; perform basic welding duties to repair and maintain heavy and light machinery and equipment.
  4. Plan, coordinate and evaluate preventive maintenance schedules for all airport facilities, equipment, systems and vehicles.
  5. Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies. Assign tasks, projects and monitor assigned personnel.
  6. Maintain and repair airport lighting systems; ensure lighting systems are working at all times; on call, as necessary, to repair and maintain airport lighting systems.
  7. Maintain and repair airport water/sewer system; ensure airport water/sewer system is working at all times; on call, as necessary, to repair and maintain water/sewer system; ensure system meets acceptable water quality standards; ensure water/sewer system meets all local, state and federal requirements.
  8. Coordinate or perform snow removal according to Airport Certification Manual's Snow Removal Plan.
  9. Work closely with state and federal agencies to ensure compliance with all federal aviation regulations and Airport Certification Manual per part 139 of the Federal Aviation Regulations; work closely with Federal Aviation Administration (FAA) Airport Safety Certification Inspector to ensure airport annual review is in full compliance.
  10. Supervise lawn, grounds and sprinkler systems maintenance for both airside and landside.
  11. Develop and manage facility custodial schedules, activities and services.
  12. Recommend plans, specifications, and cost estimate for facility maintenance, repair alterations, and construction activities; supervise or monitor construction work as required; ensure contract and project compliance according to assigned standards; complete documentation and paperwork for construction projects.
  13. Requisition supplies, equipment and material; maintain inventory control and review system.
  14. Develop, recommend, and implement procedures to assure that Federal, State, and local building safety regulations are adhered to in the use and operation of airport facilities; coordinate with OSHA on formal inspections of the facility.
  15. Maintain airport security following Airport Security Program.
  16. Adhere to safe work practices and procedures.
  17. Attend and participate in staff meetings and related activities; attend workshops, conferences, and classes to increase professional knowledge; serve on committees as assigned.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

    Knowledge of:

    • Airport Certification Manual; Airport Security Program; Airport Minimum Standards; Airport Rules and Regulations; FAA advisory circulars; Airport self-inspection program; navigational aids; weather reports; county disaster plans and policies; military training routes; separation minimums; Federal Aviation Regulations (Parts: 91, 97, 121, & 139); FAA handbook 7110.65; National Transportation Safety Board (NTSB) 830; Notices to Airmen (NOTAM's); aircraft operations and communications; runway conditions reports and runway lighting.
    • Operational characteristics, services and activities of a comprehensive FAA approved airport maintenance program.
    • Practices, methods, equipment, tools, and materials used in building/grounds construction, alteration, repair, maintenance, and operation.
    • Theory and operation of control systems, mechanical equipment, power equipment, HVAC systems, sprinkler systems, energy management equipment, electrical systems and equipment, communications systems, and diagnostic equipment.
    • Modern office practices, methods, and equipment.
    • Principles of supervision, training, and performance evaluation.
    • Pertinent Federal, State, and local laws, codes and regulations.
    • Principles of contract administration.
    • Safe driving, equipment and tool use principles and practices.
    • Emergency care practices and procedures.
    • Public water/sewer systems.
    • Principles and practices of working safely.

    Skill to:

    • Operate manual and power equipment and tools.
    • Operate light and heavy equipment including Aircraft Rescue and Fire Fighting (ARFF) Truck.
    • Operate equipment diagnostic instruments and tools.
    • Operate modern office equipment.

    Ability to:

    • Recommend and implement goals, objectives, and practices for providing effective and efficient building maintenance and custodial services and activities.
    • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
    • Prepare, develop, and recommend plans, specifications, and cost estimates.
    • Interpret and apply Federal, State and local policies, procedures, laws and regulations.
    • Exercise good judgement, flexibility, creativity, and sensitivity in response to changing situations and needs.
    • Communicate clearly and concisely, both orally and in writing.
    • Work extensive overtime hours on a regular basis.
    • Work in extremes of environmental conditions.
    • Read and understand building mechanical and electrical systems blueprints and diagrams.
    • Read and understand special systems technical programming manuals.
    • Communicate and supervise effectively.
    • Correctly identify a wide variety of mechanical, electrical, and special systems problems.
    • Provide emergency repair service to disabled equipment.
    • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

EXPERIENCE AND TRAINING GUIDELINES:
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Experience:

    • Five to six years as an aircraft mechanic or airport maintenance supervisor.

    Education/Training:

    • Equivalent to a high school education including some specialized training and/or college courses in Aviation Maintenance.

LICENSE, CERTIFICATE OR REGISTRATIONS:
Must be current or obtained within a specified time frame as defined upon employment.

    • Aircraft Rescue and Fire Fighting certification.
    • Basic Emergency Care Course.
    • Valid Commercial Driver's License (CDL)

WORKING CONDITIONS:
Essential duties require the following:

    Working Environment:

    • Considerable exposure to extreme cold, heat, noise, working outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, electrical hazards. Availability for emergency calls.

    Physical Activities:

    • Essential functions require maintaining physical condition necessary for considerable amount of activity such as sitting, standing, walking, running, kneeling, crouching/stooping/squatting, crawling, twisting upper body, climbing, and lifting an average of 60 lbs.
