Chief Air Traffic Controller

DEFINITION
Supervise all aspects of air traffic control in order to control and direct the flow of air traffic coming into, going out of, and within Class D air space of Gillette-Campbell
County airport; coordinate with the Federal Aviation Administration (FAA) to insure safe, orderly and expeditious operations.
SUPERVISION RECEIVED AND EXERCISED
Exercise direct supervision over Air Traffic Controller.
Receive general direction from Airport Manager.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Important and essential duties may include, but are not limited to the following:
- Control and direct the flow of air traffic.
- Compile and complete end-of-month reports.
- Select, train, motivate, and evaluate assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination
guidelines. Assign tasks, projects and monitor assigned personnel.
- Monitor local weather conditions; supervise airline weather observers.
- Monitor navigational aids (NAVAIDs).
- Operate tower equipment to include, but not limited to tape recorder, weather equipment, NAVAID monitor, airfield lighting panel, land-line to FAA facilities, radios (4 types),
crash phone, and light gun.
- Initiate Notification to Airmen (NOTAM's).
- Notify Aircraft Rescue Fire Fighter (ARFF) personnel of an aircraft incident/accident.
- Coordinate with mines for blasting schedules.
- Adhere to safe work practices and procedures.
- Attend and participate in staff meetings and related activities; attend workshops, conferences, and classes to increase professional knowledge; serve on committees as assigned.

JOB RELATED AND ESSENTIAL QUALIFICATIONS
Knowledge of:
- Principles of supervision, training, and performance evaluation.
- Practices, methods, equipment, tools, and materials used in air traffic control.
- Airport Certification Manual; Airport Security Program; Airport Rules and Regulations; FAA advisory circulars; Airport self-inspection program; navigational aids; weather
reports; county disaster plans and policies; military training routes; separation minimums; Federal Aviation Regulations (Parts: 91, 97, 121, & 139); FAA handbook 7110.65; National Transportation Safety Board (NTSB) 830;
NOTAM's; aircraft operations and communications; runway conditions reports and runway lighting systems; flight progress strips; Instrument Flight Rules/Visual Flight Rules (IFR/VFR) holding patterns, and visual reporting points.
- Modern office practices, methods, and equipment.
- Occupational hazards and standard safety practices necessary in the area of work assigned.
- Principles and procedures of record keeping and report preparation.
- Meteorology.
- Principles and practices of working safely.
Skill to:
- Operate tower equipment.
- Operate modern office equipment.
- Operate weather observation equipment.
Ability to:
- Provide supervision and training to assigned staff.
- Plan, organize and review the work of air traffic controllers.
- Prepare and maintain accurate and complete records.
- Interpret and apply pertinent Federal, State, and local laws, codes and regulations including administrative and departmental policies and procedures.

EXPERIENCE AND TRAINING GUIDELINES:
Any combination equivalent to experience and
training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
- Three to four years as an Air Traffic Controller; supervisory experience.
Education/Training:
- Equivalent to two years of college or trade apprenticeship and/or specialized training.
LICENSE, CERTIFICATE OR REGISTRATIONS:
Must be current or obtained within a specified time frame as defined upon employment.
- Control Tower Operator License.
- Class II Medical Certificate (annual renewal).
- Weather Observer Certification.
- Certification by FAA Examiner.
