Early Head Start Home Visitor

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class.  Specifications are not intended to reflect all duties performed within the job and/or department.

DEFINITION

To form a partnership with parents and families to develop, plan, and implement positive early childhood experiences; ensure compliance with Early Head Start (EHS) Performance Standards, the National Association for the Education  of Young Children accreditation criteria and Developmentally Appropriate Practices.

SUPERVISION RECEIVED AND EXERCISED

Exercise technical and functional supervision over assigned Instructional Assistant.

Receive direction from Early Head Start Coordinator.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Important and essential duties may include, but are not limited to, the following:

  1. Plan and develop, with the parents, an individualized program for the family, including establishing a caring professional relationship and a climate of mutual trust and respect for the families.
  2. Work with parents to strengthen the family's knowledge of child development; help parents to understand how children grow and learn; plan and conduct educational activities with parents to meet the child's intellectual,  physical, emotional, and social needs.
  3. Give parents information about health and nutrition, coordinating with parents, other staff  and community agencies, regarding health screenings for family members, and providing information and referrals, if necessary.
  4. Educate and assist families in accessing community resources and provide support for problems solving.
  5. Maintain an open, friendly, and cooperative relationship with each child's family; encourage their involvement in the program; promote parent-child bonding and nurturing parent-child relationship.
  6. Promote feelings of security and trust in infants and toddlers by conveying warmth, supportiveness and comfort; establish strong and caring relationship with children.
  7. Coordinate experiences and opportunities with parents that allow infants and toddlers to develop curiosity, initiative, problem solving skills, and creativity, as well as a sense of self and a feeling of belonging to the group.
  8. Schedule, support, and follow through with developmental screening of infants and toddlers motor, language, social, cognitive, perceptual, and emotional skills.
  9. Coordinate, participate, and assist in implementation of the Individual Family Service Plan (IFSP) with the Early Intervention Program for children with disabilities.
  10. Participate in the selection of assigned staff; supervise and provide input to EHS Coordinator to complete the performance appraisals of Instructional Assistant.
  11. Coordinate services with families and other community agencies.
  12. Adhere to safe work practices and procedures.
  13. Develop individual transition plan with each family, EHS coordinator, and any pertinent community agency.
  14. Attend and participate in staff meetings and related activities; attend workshops, conferences, and classes to increase professional knowledge; serve on committees as assigned.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

    Knowledge of:

    • Nutrition requirements for pregnant women, infants, and toddlers.
    • Prenatal development.
    • Child development, particularly infant and toddler.
    • Americans With Disabilities Act.
    • Family dynamics.
    • Different cultural beliefs and practices.
    • Community resources.
    • Early childhood behavioral techniques and practices.
    • Integrating Preschool Project
    • Parenting skills
    • Safe driving principles and practices.
    • CPR, First Aid and other emergency procedures.

    Skill to:

    • Operate a motor vehicle safely.

    Ability to:

    • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
    • Communicate clearly and concisely, both orally and in writing.
    • Work effectively with infants, toddlers, and their families.
    • Teach and educate parents using appropriate adult learning principles.
    • Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
    • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

EXPERIENCE AND TRAINING GUIDELINES:
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Experience:

    • Three to four years experience in early childhood programs or related field of work.

    Education/Training:

    • Bachelors or Master's degree in Early Childhood Education or closely related field.

LICENSE, CERTIFICATES OR REGISTRATIONS:
Must be current or obtained within a specified time frame as defined upon employment.

    • Valid driver's license.
    • Certificate of completion for Child Abuse and Neglect Training.
    • CPR/First Aid.

WORKING CONDITIONS:
Essential duties require the following:

    Working Environment:

    • Moderate exposure to extreme cold, heat and noise, working outdoors, chemicals and bodily fluids.  Exposure to typical playground activities.

    Physical Activities:

    • Essential functions require maintaining physical condition necessary for moderate activity such as sitting, standing, walking, kneeling, crouching/stooping/squatting, and lifting an average of 50 lbs.
