Early Intervention Instructor

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class.  Specifications are not intended to reflect all duties performed within the job and/or department.

DEFINITION

To provide a comprehensive early intervention program for children ages 2 ½ through five including coordination, development and implementation of the Individual Educational Plan/Individual Family Service Plan (IEP/IFSP) process, screening assessment, intervention, and case management in accordance with the Individuals with Disabilities Education Act (IDEA).

SUPERVISION RECEIVED AND EXERCISED

Exercise direct supervision over Instructional Assistants I, II, and III.

Receive direction from Early Intervention Classroom Supervisor.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Important and essential duties may include, but are not limited to, the following:

  1. Provide screening and assessment of children with suspected disabilities or delays; complete comprehensive assessment reports based on the results of the evaluation in coordination with the trans-disciplinary team.
  2. Develop, implement, monitor and document specific goals and objectives for children with disabilities in the inclusive classroom in collaboration with the trans-disciplinary team; serve as case manager for children with disabilities within the classroom.
  3. Implement therapies as needed within an inclusive setting to meet the individual child's needs while working in conjunction with the trans-disciplinary team.
  4. Plan activities for children based on child-directed curriculum by providing age appropriate activities and ensuring that Individual Education Program (IEP) goals are being addressed.
  5. Co-teach with the early childhood instructor in order to effectively provide Early Intervention Service in an inclusive preschool setting to include, but not limited to, lesson plans, parent-teacher conferences, classroom design, etc.
  6. Maintain case notes, progress reports and any other necessary data to ensure accountability in accordance with IDEA, Wyoming Rules and Regulations and CDS-CC policies.
  7. Provide a safe environment for children.
  8. Participate in the selection of assigned staff; supervise and conduct performance appraisals of assigned staff.
  9. Adhere to safe work practices and procedures.
  10. Attend and participate in staff meetings and related activities; attend workshops, conferences, and classes to increase professional knowledge; serve on committees as assigned.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

    Knowledge of:

    • Early behavioral techniques.
    • Early childhood teaching techniques and practices.
    • Individuals with Disabilities Education Act (IDEA).
    • IDEA legal issues and due process right in order to effectively communicate with parents.
    • Interpersonal skills in order to deal with families and children regarding unique and sensitive issues.
    • Medical conditions and disabilities affecting children and their development.
    • Modern office practices, methods, and equipment.
    • Normal and atypical child development.
    • CPR, First Aid and other emergency procedures.
    • Principles and practices of supervision, training, and performance evaluation.
    • Principles and practices of working safely.
    • Wyoming rules and regulations governing services to children with disabilities.

    Skill to:

    • Operate modern office equipment.

    Ability to:

    • Adapt teaching techniques to each individual child.
    • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
    • Communicate clearly and concisely, both orally and in writing.
    • Effectively communicate with parents.
    • Relate to adults and children from all levels of the socio-economic structure.
    • Supervise the work of assigned staff.
    • Work effectively with young children and their families.
    • Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
    • Establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work.

EXPERIENCE AND TRAINING GUIDELINES:
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Experience:

    • Three to four years experience in early childhood programs.

    Education/Training:

    • Bachelor's or Master's degree in Special Education or closely related field with the ability to complete the Early Childhood Special Education Endorsement within a specified time frame.

LICENSES, CERTIFICATES OR REGISTRATIONS:
Must be current or obtained within a specified time frame as defined upon employment.

    • Early Childhood Special Education Certification.
    • CPR/First Aid.

WORKING CONDITIONS:
Essential duties require the following:

    Working Environment:

    • Moderate exposure to extreme cold, heat and noise, working outdoors, chemicals and bodily fluids.  Exposure to typical playground activities.

    Physical Activities:

    • Essential functions require maintaining physical condition necessary for moderate physical activity such as sitting, standing, walking, running, kneeling, crouching/stooping/squatting, crawling, twisting upper body, climbing, and lifting an average of 50 lbs.
