Grants Specialist

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job and/or department.

DEFINITION

Facilitate, coordinate and organize all aspects of the County's grants programs including grants received by Campbell County, grants submitted through Campbell County by external agencies, and grants awarded by the Board of  County Commissioners.

SUPERVISION RECEIVED AND EXERCISED

May exercise functional and technical supervision.

Receive direction from assigned supervisor (Financial Services Manager).

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Important and essential duties may include, but are not limited to the following:

  1. Present completed grant applications and agreements, from county departments and external entities, for Board approval.
  2. Prepare internal grant applications, assist county departments in the grant proposal process, and coordinate with external entities to obtain county sponsorship of passthrough grants and/or letters of support.
  3. Research and review various sources of grant funding from governmental agencies and private foundations; consult with other public entities, nonprofit agencies and private organizations.
  4. Prepare and submit financial and performance reports and summaries, abstracts, documentation, guidelines, and correspondence.
  5. Facilitate training of county employees and officials in grant compliance.
  6. Develop and maintain grant compliance manuals.
  7. Prepare purchase orders for grants; record expenditures for grants compliance and reimbursement; complete acceptance agreements for receipt of grant funds and reimbursements.
  8. Prepare grant letters, documents, public notices, and correspondence; prepare a variety of fiscal, statistical, and administrative summaries and reports.
  9. Create and maintain files on grants including proposals, contracts, resolutions, amendments, fiscal and program reports and fiscal spreadsheets.
  10. Respond to questions and concerns regarding preparation of grant proposals and grant compliance.
  11. Negotiate with State agencies on State and Federal grants, assist in the preparation of contracts and resolutions.
  12. Monitor daily grant/contract project activities.
  13. Operate modern office machines and equipment including PCs, typewriters, printers, copiers, calculators, and fax machines; routinely use a full range of word processing and spread sheet software applications.
  14. Adhere to safe work practices and procedures.
  15. Attend and participate in staff meetings and related activities; attend workshops, conferences and classes to increase professional knowledge; serve on committees as assigned.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

    Knowledge of:

    • Grant administration and compliance.
    • Principles and procedures of record keeping and reporting.
    • English usage, spelling, vocabulary, grammar, proofreading, and punctuation.
    • Mathematical principles.
    • Principles and practices used in interacting with the public.
    • Modern office procedures, methods, and equipment.
    • Principles and practices of working safely.

    Skill to:

    • Operate modern office equipment.
    • Operate a motor vehicle safely.

    Ability to:

    • Ensure proper grant compliance.
    • Prepare and maintain accurate and complete records.
    • Prepare clear and concise administrative, financial, and budgetary reports.
    • Exercise good judgment, flexibility, creativity, and sensitivity in response to  changing situations and needs.
    • Communicate clearly and concisely, both orally and in writing.
    • Plan and organize work to meet schedules and deadlines.
    • Establish, maintain, and foster positive and harmonious working relationships  with those contacted in the course of work.

EXPERIENCE AND TRAINING GUIDELINES:
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to  obtain the knowledge, skills, and abilities would be:

    Experience:

    • Three to four years related experience.

    Education/Training:

    • Equivalent to two years of college or trade apprenticeship and/or specialized training.

LICENSE, CERTIFICATES OR REGISTRATION:
Must be current or obtained within a specified time frame as defined upon employment.

    • Notary Public.
    • Valid driver's license.

WORKING CONDITIONS:
Essential duties require the following:

    Working Environment:

    • Minimal exposure to undesirable working conditions or exposure.

    Physical Activities:

    • Essential functions require maintaining physical condition necessary for minimal physical activity such as sitting, standing, walking, running, kneeling, crouching/stooping/squatting, and lifting an average of 15 lbs.
